Main Purpose and Function


The position provides strategic support to the General Manager, Deputy General Manager and departmental Directors in areas of business planning, operational performance, compliance, risk, business process improvement, project management and other department-wide functions as assigned.

The Manager, Strategic Operations ensures business unit alignment with corporate functions which govern areas such as Risk Management, Business Planning, Project Management, Financial Planning and Analysis, Human Resources, etc.


Specific Duties and Responsibilities

  • Facilitates and supports the development of strategic business plans and departmental plans within the group. May include service delivery plans. Ensures plans are aligned with corporate business plan and Council approved strategic plans. Responsible for reporting of actual performance results against key performance indicators
  • Leads coordination of policy development, service plans and metrics across the department in support of the department's long term strategic plans and budget
  • Implements a performance management framework whereby service and operating levels are defined and ensures key performance indicators and service metrics are in place. Facilitates the ongoing management of the service strategy on behalf of the Deputy GM.
  • Provides strategic advice and support to PDS Directors and process owners, responsible for defining core business processes and supporting process management and improvement efforts.
  • Identifies key opportunities within the department and assembles teams of staff/and or consultants to explore new and innovative ways of delivering services across the group with the objective of improving operational efficiencies, service effectiveness and service excellence.
  • Responsible for the ongoing management and/or oversight and reporting on the portfolio of projects. This includes responsibility for a Project Management Program helping to ensure projects are managed effectively using professional project management discipline and that projects are delivered on time on budget and deliver the benefits promised.
  • Works with other stakeholders to ensure business cases are developed and may provide advice to the GM to ensure all proposed projects have been prepared in an objective manner and the projects proposed are prioritized according to value to the organization.
  • Acts as the primary business unit liaison with the relevant corporate functions and plays a leadership role in coordinating and managing the Human Resources and Finance functions within the department including:
  • Key Health and Safety and compliance requirements
  • Issue Management escalation and reporting across the department
  • Quarterly review of risk register and mitigation
  • Business Continuity plans across the department
  • Operating and Capital budget development and review
  • Position control, vacancy management and other HR functions
  • Supports Directors and the Deputy General Manager in risk management decisions
  • Provides leadership regarding innovation, recognition and employee engagement initiatives and programs.
  • May develop and make regular presentations of programs and initiatives requiring PDS Senior Management approval and/or direction.
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • A University degree in Business or Public Administration, and a minimum of 7 years work experience in a related field including at least 5 years working at a management level leading a diverse unionized organization, or an equivalent combination of education, training and experience.
  • Experience in business administration or operations management.
  • Experience and background in supporting organizations through major change and innovation and the ability to adapt, influence and embrace change
  • Experience managing projects and programs especially projects in a complex and diverse environment
  • Business Process management experience including process metrics and continuous process improvement
  • Experience in developing strategic and operational business Plans and managing Risk in a diverse and complex organization
