Company Profile & Position Summary


HR Options is recruiting for Westover Express, WEX recently acquired the former Enbridge Line 10 pipeline, which Enbridge will continue to operate and maintain until April 2023.

The pipeline carries oil from Enbridge Pipeline's terminal in Westover, Ontario to United Refining Company's 78-mile-long Kiantone Pipeline in West Seneca, New York to supply United's approximately 70,000 barrel-per-day ("bpd") refinery in Warren, Pennsylvania.

Westover Express is looking for a Pipeline Manager to oversee all operations and maintenance of the Canadian pipeline system and its employees.


Key Duties and Responsibilities

The Pipeline Maintenance Manager will:

  • Recruits, interviews, hires, and trains new employees.
  • Manage parttime and union employees.
  • Supervise hourly maintenance personnel and outside contractors.
  • Develops scopes of work for projects and reviews bids once received.
  • Interface with the government regulatory agencies (CER, Etc.)
  • Responsible for compliance with pipeline regulations.
  • Operational Management of Canadian span of line 10 pipeline.
  • Develops and implements operating budgets for the pipeline.
  • Ensures all drills and other training required by Government agencies are completed.
  • Maintains good working relationships with landowners to include making sure landowner letters are sent out when needed for projects and annual awareness training.
  • Handles discipline of employees when needed with HR in accordance with company policy.
  • Maintains personal Operator Qualifications and ensures all employees maintain their assigned qualifications.
  • Respond to 811 locates anywhere on the pipeline.
  • Responds to oncall and emergencies 24/ days per year

Required Skills/Abilities:


  • Excellent organizational skills and attention to detail.
  • Strong analytical and problemsolving skills.
  • Ability to prioritize and delegate tasks when appropriate.
  • Must be proficient with Microsoft Office and Outlook software.
  • Ability to function well in a highpace and at times stressful environment.
  • Willing to work long hours in times when vital equipment needs repairs.
  • Should have an operational aptitude.
  • Should have a good mechanical Background.
  • Should have a general knowledge of electric.

Physical Requirements:


  • Prolong periods of sitting at a desk and working on a computer.
  • Must be able to lift to 25 pounds.
  • Must be able to climb up the stairs of a 70foottall crude tank.
  • Must be able to work outside on construction sites when needed.

Education/Experience

  • High School Diploma or equivalent
  • 10 years' experience in industrial supervision
  • Previous pipeline experience
