Main Purpose & Function

The Road Ahead Program Coordinator plays an essential role in the planning of both large scale infrastructure construction projects and small scale projects by acting as a pivotal interface between project teams and stakeholders for Engineering Services.

The position identifies Street Use conflicts and facilitates coordination issues with Operations Branches, Project Coordinators, other city staff, and outside utility companies; and maintains the Road Ahead website.


Key Contacts and Reporting Relationships


The position reports to the Technical Supervisor and works closely with Design Section Heads, Superintendents, Project Coordinators and other staff within the City as well as with 3rd party utility company representatives to identify conflicts and coordinate how issues can be resolved.


Specific Duties & Responsibilities

Road Ahead Website

  • Determines content and updates the website regarding public notification of upcoming/ongoing roadwork and road closures
  • Liaises, investigates, and responds to public enquiries and complaints about projects and other street uses. Works closely with 311 staff to resolve issues

PlanIt Program

  • Maintains the daily and monthly construction schedules in the City's street use reservation system and construction coordination tool (i.e., PlanIt) for city capital projects, 3rd party utilities, other engineering branches, and external stakeholders
  • Responsible for the resolution of conflicts between departments involving major capital projects and various street uses (e.g., Film and Special Events, Development, 3rd party utilities, Parks Board); escalates very complex and/or high profile conflicts to Traffic Data Management (TDM) for concurrence
  • Manages the entries of weekend traffic impact schedules and populates closure maps in PlanIt
  • Monitors the street use entries in PlanIt and determines which work/closures to publish on website
  • Develops and provides training/tutorial support to Engineering staff on PlanIt procedures and processes
  • Contributes to ongoing enhancement and integration of POSSE permitting system in PlanIt and provides feedback through testing

Street Use Coordination

  • Engages internal stakeholders to collect input on roadwork and coordination/notification issues
  • Collaborates with staff to strategize and reinforce the City's Dig-Once policy to minimize impacts to the public, businesses, traffic, and rework
  • Identifies opportunities and challenges to aid in implementing solutions to managing street use
  • Organizes and chairs monthly construction coordination meetings
  • Support Corporate Communications' Web Team on decisions and input regarding the Road Ahead website's user friendliness and accessibility
  • Supports Engineering's Business Relationship Manager (BRM) with improvements and changes to PlanIT
  • Prepares and updates annual work plan maps for presentational materials
  • Monitors project progress update with Project Coordinators on biweekly checkin
  • Other duties/responsibilities as assigned

Weekend Traffic Impacts Program

  • Collects and conducts first line of review to granting approval or declining the request of planned weekend work from various Engineering branches Manages the entries of weekend traffic impacts schedules in PlanIt
  • Tracks coordination opportunities to assists in implementing solutions to street use conflicts
  • Organizes and submits the weekly weekend traffic impacts report, including document and closure maps, to Traffic Plan Review Team and Corporate Communications for media/public information
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Diploma in Business or Project Management and sound related experience in coordinating engineering programs or projects or an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities:

  • Considerable knowledge of construction methods and procedures, scheduling and planning
  • Sound knowledge of program objectives, policies, procedures, bylaws and other guidelines governing the work.
  • Excellent customer service skills
  • Good communication, interper
