Product Development Specialist

The Role:


Public Health Ontario is seeking a digital communications, knowledge exchange or marketing professional to advise on best approach, flow, and design of content to maximize use and readership from end-users.

You will work with content authors and internal stakeholders from idea through to published knowledge product


As the Product Development Specialist, you will lead PHO's knowledge product development and planning support by providing design and development expertise and advice to PHO content authors, to ensure knowledge products follow established development processes, meet PHO's publishing quality standards and address stakeholder knowledge gaps.


  • Five years progressive experience in knowledge product, report and resource development.
  • Exceptional advisory skills to consult and provide recommendations to content authors and internal stakeholders
  • Strong project management, problem solving, organizational and prioritizing skills to plan and coordinate the development and publishing of knowledge products, reports and resources.
  • Knowledge of quality assurance principles, to coordinate input and feedback to update and enhance the knowledge Product development processes, supporting documentation and training materials.
  • Proficiency with various software programs including MS Office and Adobe Suite
  • Understanding of Accessibility of Ontarians with Disabilities Act (AODA) and delivering products to WCAG 2.0 Level AA standards.

Key Responsibilities-

  • Ensures that pdf reports and other digital KPs are of the highest quality, use approved PHO templates, align with PHO's visual identity standards, comply with French Language Services Act (FLSA), and Accessibility for Ontarians with Disabilities Act (AODA) requirements, and that business and user needs are addressed.
  • Provides overall product management to the design and development of pdf reports and other digital KPs; including the development of product plans, roadmaps/workplans, conceptual models and other background documents/materials; coordinating with other resources, overseeing requirements gathering and ensuring quality outcomes.
  • Supports content authors during all stages of the pdf report and digital product development cycle: advising and consulting, monitoring quality of work, collaborating with other Knowledge Exchange resources as required, tracking progress and reporting on status.
  • Liaises with Digital Content and Experience Specialist on new webpages and digital products to ensure optimal user experience for all knowledge products.
  • Supports the design and creation of complex pdf reports and digital products KPs from their concept, production through to publishing, in partnership with internal and/or external resources.
  • Conducts quality assurance reviews on all KPs.
  • Facilitates clear, concise communications in the development of pdf reports and KPs.
  • Supports comprehensive reviews of existing pdf reports and KPs and works with content authors and program areas to update, archive and retire reports and KPs as required.
  • Collaborates with stakeholders to bring clarity to product visions and facilitates user testing and evaluation.
  • Analyzes performance of KPs to identify opportunities for datadriven insights; formulate scalable paths to grow product adaptation; preparing aggregate stakeholder input into broader trends.
  • Develops and maintains collaborative working relationships with PHO staff.
  • Updates the Product Development and Publishing team's centralized repository of KPs.
  • Provides backup to the centralized KP Publishing Inbox, SharePoint KP document sets and libraries management and updates as required.
  • Mentors and guides fellow team members and content authors through the different stages of the Product Development and Publishing lifecycle; identifying gaps in knowledge and skills and providing orientation/training as required.
  • Performs other duties, as assigned.

Knowledge and Skills-

  • Strong project management, problem solving, organizational and prioritizing skills to plan and coordinate the development and publishing of products and resources.
  • Focused planning and organizational skills to independently undertake the planning and execution of several activities concurrently.
  • Knowledge of quality assurance principles, to coordinate input and feedback to update and enhance the KP development processes, supporting documentation and training materials.
  • Interpersonal, teamwork and relationship building skills; develop and maintain collaborative working relationships with PHO content authors, program areas and KP support resources.
  • Ability to work under pressure and respond to deadlines in a fastpaced environment.
  • Proficiency with various software Programs (e.g., MS Office, including Word, Excel, PowerPoint, Visio, Project 2003) and Adobe Suite.
