    The Senior Manager, Capital Project Delivery, reporting to the Director, Engineering & Capital Infrastructure is responsible for the execution of design and construction of most Halifax Water capital projects. They will ensure that their team has the requisite blend of staff experience and ability to execute the full range of Halifax Water capital projects, from simple linear renewal to major structures. They will develop and maintain, and assure adherence to a Halifax Water policies and practice for design and construction. They will take an active role in key projects identified as high risk, identify issues to the executive leadership team and make recommendations for mitigative action. They will work closely with procurement and the enterprise risk manager to develop or select project procurement and delivery methodologies for key projects; and will work closely with legal on contractual matters. They will develop and maintain relationships with the consulting engineer and constructor communities and be the main point of contact for resolving design or construction issues.

    Duties & Responsibilities
  • Oversee the design and construction of all capital projects on a schedule consistent with plans development in Asset Management and Infrastructure Planning, creating a culture where timelines, scope and budget are monitored.
  • Ensure that project management staff are assigned to projects consistent with their experience and abilities as well as in a manner that provides reasonable development opportunity and promotes a culture of accountability.
  • Establish Halifax Water guidelines determining whether design services are completed in house or by consultants. Assign design work consistent with the guidelines in a manner that provides best value to rate payers; and ensure quality of work outsourced to consultants is managed.
  • Establish a body of knowledge for construction management, including cost management through design, payment of contractors and consultants, management of construction documentation, commissioning and testing procedures and settling of claims. Ensure adherence to the established Halifax Water standards.
  • Maintain guidelines and programs for engineer career development and diversity of experience.
  • Develop and maintain metrics, reports and dashboards to monitor capital project status, including budgeted and actual spending and issues.
  • Develop capital project approval reports for Halifax Water Board and NSUARB approval. Where required present them to the Halifax Water Board and/or NSUARB.
  • Working with Finance and Asset Management, establish processes to ensure capital project close outs reflect approved funding sources.
  • With the Senior Manager of Asset Management and Capital Planning, develop and implement a stage gating process and maintain responsibility for the last two stages.
  • Develop and maintain strong relationships with organizations such as the Construction Association of NS, NS Roadbuilders, and Consulting Engineers of NS.

    Minimum Qualifications

    Education and Experience

    Education:

    • Post-secondary degree in Civil Engineering with Professional Engineer designation

    Experience:

    • Minimum seven (7) years of progressively responsible related experience in a municipal engineering field including direct supervisory experience.

    Other Requirements
  • Must be eligible for membership in the Association of Professional Engineers of Nova Scotia.
  • Must have a valid NS drivers' license
  • Must be willing to undertake and maintain the following safety training: First AidGlobally Harmonized System (GHS) (Formerly WHMIS)Additional safety training as identified based on legislative and operational requirements
  • Knowledge, Skills and Abilities
  • Thorough knowledge of Provincial Acts, Water Utility Regulations, By-Laws and Policies.
  • Thorough knowledge of engineering principles and practices, policies and regulations relating to municipal water system infrastructure.
  • Thorough knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
  • Expertise in developing engineering solutions to municipal infrastructure problems.
  • Excellent leadership, motivational and interpersonal skills.
  • High level of initiative and ability to achieve results through staff.
  • Demonstrated ability to manage change.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated ability to work closely and effectively with a broad range of publics including consultants, developers, regulators, elected officials and government representatives.
  • Strong consultative and negotiation skills.
  • Strong skills in municipal engineering computer applications are essential.
