The Corporate Strategic Planner will contribute to the development, implementation and change management of the Strategic Planning Framework.

This Framework includes corporate frameworks for policy, risk and performance management, and is used to develop, activate and report on City Council's strategic plans and Administration's Corporate Business Plan.


This position will support both the performance management and corporate frameworks by assisting to further develop and implement them, helping to align the corporation to our three objectives: make transformational changes in our community, deliver excellent services to our community and manage the corporation to the best of our abilities.

With a focus on the City of Edmonton's Cultural Commitments to be Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Help implement and maintain changes to the City's Enterprise Performance Management program based on recent audit recommendations
  • Support opportunities for continued integration of enterprise performance management and corporate policy with the Strategic Planning Framework to align and complement activities
  • Create and maintain information resources for each framework such as dashboards, webpages, procedural documents/manuals, articles and templates
  • In alignment with the Strategic Planning Framework, participate in the development, management and analysis of performance measures associated with the corporate policy and enterprise performance management
  • Monitor and maintain the policy intake process and the City's policy inventory
  • Support development of Council Reports, briefings and other presentation material
  • Lead the research, development and update of training materials, manuals and guides for corporate policy and enterprise performance management
  • Develop training material and content to support the implementation and various tools used for corporate policy and enterprise performance management (for both instructors and participants)
  • Ensure alignment to existing LMS (learning management systems) resources and tools used by the City of Edmonton
  • Support strategy and business planning activities including change management, facilitation and internal communication materials
  • Research emerging trends and provide research/analytical support for special projects, prepare charts, graphs and textual presentations of data collected and summarize using standardized tools and methods
  • Assess, evaluate and integrate best practices in business process improvement and strategic alignment
  • Manage projects / processes successfully to time, quality and budget in support of various initiatives and goals
  • Perform other related duties as required

Qualifications:


  • University degree in Business Administration or Public Administration or a related area. A graduate degree would be considered an asset
  • Minimum 5 years progressively responsible experience in strategic and business planning, preferably in a municipal government setting. Experience working with budget, risk, policy and performance measures would be an asset
  • Extensive knowledge and experience developing and/or working with strategic and business planning cycles and linkages to general budget, performance measures, risk, policy and other large corporate initiatives
  • Indepth knowledge of strategic and business planning principles, policy development, benchmarking and procedures for alignment of performance measures with corporate and department business plan goals
  • Advanced knowledge of adult education principles and instructional design approaches, methods, and resources
  • Knowledge and experience working with logic models
  • Excellent project and process management skills, including the ability to manage multiple projects/process concurrently and proactively
  • Ability to effectively gather, synthesize, integrate, and interpret multifaceted information from a wide range of sources and perspectives
  • Significant skill in Google docs/sheets/slides/Gmail is required
  • Ability to understand and share and communicate a broader vision (i.e. links to corporate/branch strategic goals, strategic plans, political requirements) to various stakeholders in a meaningful way
  • Ability to confidently build effective working relationships with all levels of stakeholders including senior management
  • Demonstrated comfort in working with and advising senior leaders
  • Excellent verbal and written communications skills, including report writing along with strong facilitation and presentation skills
  • Strong leadership, negotiation and team building skills
  • Significant ability and skill in establishing and maintaining relationships, leading/facilitating meetings of multiple stakeholders
  • Ability to communicate, persuade and negotiate, build consensus with people at varying levels
  • Significant skill to distill and communicate clearly regarding goals,
