The Opportunity
The Water Operations Branch is a branch within the Infrastructure Department.

The branch's key responsibilities include the operation and maintenance of the City's environmental infrastructure and systems including water supply, treatment, and distribution systems.

This includes the repair and maintenance of drinking water treatment systems, water mains, valves, hydrants, residential main shut off valves, repair and replacement and water meters for service billing; the inspection of water mains and services; the installation of Industrial / Commercial / Institutional water services and meters, new home meters and hydrant metered gate valves; the Backflow Prevention Program; the resolution of water quality or water pressure issues/complaints; the maintenance of City standard drawing details for water specifications; and the prevention of infrastructure damage through the locating services for all of the City of Barrie's buried infrastructure in accordance with "One Call" legislation.


Under the general guidance and direction of the Supervisor of Compliance and Technical Support, the Compliance Coordinator position is responsible for maintaining and continually improving the Quality Management System (QMS) based on the requirements of the Drinking Water Quality Management Standard (DWQMS).

Specifically, this position develops, implements and administers legislative/regulatory and quality/risk management programs related to water operations.

Additionally, this position is responsible for coordinating and participating in various audits and for reporting on compliance and conformance to regulatory requirements.

Lastly, this position is responsible for researching, monitoring and analyzing water operations related trends, best practices, and legislative/regulatory changes to identify potential implications and opportunities for the City of Barrie.

Overall, this position plays an integral role in ensuring the Water Operations Branch is compliant with the Drinking Water Quality Management System (DWQMS) and all applicable legislative requirements to ensure the supply of safe drinking water that protects public health

and the environment.

Education (degree/diploma/certifications)

  • Three (3) year College Diploma in Environmental Engineering Technology, Civil Engineering Technology or related discipline
  • Eligibility for and willingness to obtain the Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)

Experience

  • Two (2) years of experience performing duties related to the above mentioned major responsibilities
  • Demonstrated experience in compliance tracking, policy/standards development, program/project management, and regulatory/technical report preparation

Knowledge/Skill/Ability

  • Thorough knowledge of the following legislation, regulations, or requirements: Safe Drinking Water Act, O. Reg. 169/03, Ontario Drinking Water Quality Standards, O. Reg. 170/03, Drinking Water Systems, O. Reg. 128/04, Certification of Drinking Water System Operators and Water Quality Analysts, Drinking Water Works Permits, Municipal Drinking Water Licences, Procedure for Disinfection of Drinking Water in Ontario; Ontario Drinking Water Quality Management Standards (DWQMS); Ontario Water Resources Act
