Job Description:


The incumbent co-leads the development and implementation of changes to Workday and other systems related to all aspects of payroll.

Further, the incumbent will review and maintain payroll processes to ensure that practices align with the College's strategic plan and industry recognized best practices.

The incumbent will recommend key changes to current payroll processes and communication strategies to assist College employees to understand the proper processes to follow to receive an accurate pay.

The incumbent develops and prepares Payroll reports and leads enhancements to Payroll processes, analytics, and systems.


The incumbent is also a backup to both the Manager, Payroll and Supervisor, Payroll and helps to ensure that all activities within payroll are administered under both fiduciary and financial oversight principles, using clear administration and communication processes to drive a positive employee experience, and is a champion of continuous improvement.

Further, the incumbent ensures that all appropriate fiduciary strategies relating to this portfolio which includes oversight of program administration and compliance audits, communication initiatives and promotion of the various programs are functioning appropriately.

The incumbent is responsible for College compliance with relevant payroll-related legislation.


Duties and Responsibilities:

  • As a backup to the payroll supervisor provide administrative support on the biweekly payroll to run the pay and verify all regular and parttime payrolls to ensure they are balanced so that all personnel receive their pay entitlement in accordance with pay authorizations and at scheduled times; competent in all aspects of payroll administration and able to complete full pay processes;
  • Ensures that pay records reflect the cumulative history of each employee to permit completion of reports such as, T4-T4A's, CAAT Pension Plan and RCA;
  • Answers inquiries from College employees and organizations such as the Canada Revenue Agency, Credit Union, W.S.I.B. and others in respect to pay and deduction problems and information relative to individuals and the College as a whole;
  • Ensures compliance with Canada Revenue Agency's statutory withholding requirements;
  • Accurate and timely reporting and remitting of all payroll deductions;
  • In collaboration with Human Resources, administers and advises on changes to the College's Human Resources and Payroll information systems;
  • As backup to the payroll supervisor, reconciles payroll and benefit related accounts and responds to auditor queries;
  • Supervises staff in the development and continuous improvement of processes and technical aspects of payroll;
  • Provides support and assistance to the Manager, Payroll and provides backfill in the Manager's absence;
  • Researches legislative and technical updates as they occur within their mandate and ensures that these changes are implemented in an efficient and timely manner to ensure the College meets its legal obligations;
  • Provides primary support to the Manager, Payroll for the development and continuous improvement of processes ;
  • Maintains documentation related to improved processes
  • The incumbent works closely with the Workday Support Team on a daytoday basis, overseeing the submission and follow up of change requests, developing business requirements for changes/enhancements (including those arising from Workday semiannual updates and changes in collective agreements), developing test scripts, and coordinating/completing user acceptance testing on behalf of the Payroll team. The incumbent will act as the primary technical point of contact for the payroll team for both change requests and project impacts;
  • Assists in the training of new payroll office staff and updating of current staff to ensure that College policies and directives that impact payroll processing are followed;
  • Assists in the supervision and coaching of team members on their ability to reach targets and their use of lean management approach to continuous improvement;
  • Prepares ad hoc financial and operational reports;
  • Models a continuous improvement culture amongst the team, identifying and bringing forward gaps and suggestions for process improvements;
  • The incumbent is responsible for all projects within the scope of this position or as determined by the Associate Director, Financial Operations, and the Manager, Payroll. Development or input into Strategic Documents for Payroll, Organizational changes, development of policies, all Council requests for data within the scope of the position;
