Supply Chain and Risk Management

JOB DESCRIPTION


Under the direction of the Manager of Supply Chain and Risk Management, the Procurement Officer assists in leading the Board's Supply Chain functions.

The Responsibilities of the position include being the main point of contact for assigned internal Clients providing advice on the processes for acquiring goods and services; preparation of RFx documents; and drafting written contract award recommendations for review by the Department Manager.

The Procurement Officer needs to remain current with government regulations, directives and trade agreements pertaining to supply chain management.


RESPONSIBILITIES:


  • Provide advice, direction and support to Board staff and vendors under the leadership of the Manager
  • Provide regular support to schools and departments regarding the acquisition of goods and services
  • Assist department staff in the creation and maintenance of online catalogues
  • Maintain the process for the disposal of the declared surplus of furniture and equipment items according to policy
  • As directed by the Manager, the Procurement Officer will investigate, identify, research, compile, prepare reports, evaluate potential or alternative sources of supply and implement opportunities to reduce costs through innovative alternative supply arrangements such as; ecommerce, system contracting, and Blanket Orders
  • Respond to inquiries/requests from departments and related user groups relating to requisitions and procurement activity
  • Act as a point of contact in the absence of the Supply Chain and Risk Management Manager
  • Recommend and implement relevant departmental policies, procedures and practices.
  • Participate on and attend board and committee meetings as required
  • Draft reports for Board committees as required
  • Investigate, evaluate and recommend operational changes that have the potential to produce efficiencies and/or cost savings
  • Make recommendations regarding contract awards, and changes to departmental procurement procedures in order to improve efficiency
  • Approve routine purchase orders for other departments and schools, including orders made cooperatively with other public agencies
  • Direct activities related to the disposal of surplus furniture and equipment items according to policy
  • Foster an environment directed at promoting customer service with all aspects of the organization

REQUIRED QUALIFICATIONS

  • Degree or diploma in Business, Commerce or related/relevant discipline and/or completion of a recognized Public Procurement designation
  • Three years related experience in a relevant or similar field
  • Excellent leadership, communication and negotiation skills
  • Proven analytical and technical skills
  • Specific knowledge of procurement and contract management, government legislation and current trends
  • An equivalent combination of education and experience may also be considered
This is a full-time (1.0 FTE) permanent position with an annual salary range of $81,639 - $88,555. A comprehensive employee benefits and pension package is provided. The anticipated start date will be as soon as the recruitment process is complete.
