Nasittuq provides Operation & Maintenance services for the North Warning System (NWS). The NWS is a joint Canada and United States early-warning radar system with 47 sites located in Northern Canada; a Control Centre and Support Centre located in North Bay, ON and a Contract Management Office located in Ottawa, ON.

SCOPE:


The Contracts Specialist is responsible for ensuring compliance with the Corporate Contracting policies and procedures when procuring goods and services through the Request for Proposal and Request for Quotation process.


This is a full time, permanent role at our office in Ottawa, ON, participating in our Hybrid work model with a minimum of 2 days a week required in office.


RESPONSIBILITIES:


  • Liaises with requisitioning department to gather background information and determine whether requirements are to be satisfied by issuing Request for Proposals/Request for Quotation or via existing Contract Agreements.
  • Provides assistance to Company personnel in developing service, equipment and material specifications and standards.
  • Notifies Inuit Organizations of potential work.
  • Prepares and distributes Requests for Proposals/Quotations.
  • Receives and ensures analysis of bidders' proposals/quotations are based on evaluation criteria.
  • Drafts Contract, obtains the necessary internal approvals, and issues Contract(s) for signing.
  • Negotiates Contract agreement with contractor(s) and vendor(s).
  • Prepares and reviews proposals for submission to PWGSC for approval.
  • Liaises with contractors and vendors to resolve/clarify Contractual issues or concerns.
  • Maintains a file on contractors, vendors, quotations and Contracts to ensure a proper audit trail.
  • Coordinate the planning of contract renewals, extensions and amendments.
  • Reviews and negotiates various building leases, Standing Offer Agreements, etc.
  • Performs other duties assigned by a higher authority, which are unplanned or of a transient nature that may include trips to or working at the Northern sites.

QUALIFICATIONS:


EDUCATION:
A degree in Business Administration or related field is preferable. An equivalent combination of education and directly related experience may be considered.


KNOWLEDGE OF:
Procurement,
Contract Law principles, Merx, Government of Canada contracting policies, and Aboriginal Land Claim Settlements
