Opportunity:

PCRS is seeking a dynamic, experienced leader to support the Surrey substance use and mental health teams.

Reporting to the Director of Operations, the manager is responsible for setting the direction of participant services, operational planning, contract management, HR management, and financial management.

The manager will support staff by performing duties such as clinical direction, team building, mentoring, and supporting an experienced team of leaders.

The successful applicant is responsible for the oversight of five programs.

A three-bed youth mental health treatment facility; a clinical substance use program, a substance use outreach program and a prevention program.

Services are delivered in the following communities Surrey, Tri-cities, Maple Ridge, Aldergrove, Langley, Delta, Tsawwassen and Chilliwack and will require the manager to travel and support teams and attend meetings in all communities.


The successful applicant will have a comprehensive knowledge of youth substance use and treatment options, and the principles of recovery.

Broad knowledge of psychotherapeutic and counselling skills as well as psychoeducation principles and methods and psychopharmacology (indication and side-effects) are also required.


The manager provides the clinical knowledge to direct care staff, contract management, and will plan and implement therapeutic interventions as per contract direction.

The manager will have excellent working relationships and connections with MCFD and Fraser Health and understand the community need for substance use and mental health in the region.

The successful applicant will be required to travel to meetings in all service communities.


As part of the Surrey Leadership team, the manager is also required to be flexible with hours including evenings and be available to be on-call through rotation.


Responsibilities:


  • Provide effective leadership, supervision, work direction and consultation to program team leads and staff.
  • Conduct mental health and substance use clinical and risk assessments utilizing relevant tools and rating scales and support staff to formulate treatment plans.
  • Communicate (orally and in writing) and collaborate effectively to youth, their families, health care staff and community partners.
  • Knowledge of primary, secondary, and tertiary care programs and relevant community resources
  • Extensive knowledge of population health framework, determinants of health and biopsychosocial model of addiction and concurrent disorders
  • Demonstrated working knowledge of accepted counselling approaches in the substance use field such as solution focused therapy, addiction counselling, cognitive behaviour therapy, client centred therapy with a focus on building on internal capacity and potential to change.
  • Harm reduction approach

Qualifications:


  • Master's or bachelor's degree in a relevant discipline, combined with at least five (5) years experience in a senior
    leadership/manager position
    directly responsible for substance use and mental health programming. An equivalent combination of education and clinical or hospital experience will also be considered.
  • 10 years direct experience working in the substance use field.
  • Criminal record check including the vulnerable sector.
  • Due to the geographic locations of the program, a vehicle is required for this position. Mileage is reimbursed.

  • Experience working with youth residential stabilization programs.
  • Knowledge of Fraser Health licensing requirements.
  • A sound understanding of substance use, addictions, mental health, and traumainformed practices.
  • Demonstrated experience in program management, staff leadership, supervision, fiscal management, and budget development.
  • Thorough knowledge of relevant government legislation.
  • Effective team building and mentoring skills.
  • Strong verbal, interpersonal, presentation, and written communication skills.
  • Ability to support staff throughout a variety of geographic locations.
  • Knowledge and experience in community development
  • Demonstrated ability in change management and change processes.
  • Ability to undertake program evaluation.
  • Demonstrated leadership skills with diverse populations and stakeholder groups.
  • Excellence in computer skills, including the Microsoft Office group of products.
