Oil Spill Emergency Response Program Coordinator:

PURPOSE:


Reporting to the Marine Projects Supervisor, the Oil Spill Emergency Response Program Coordinator will be responsible to develop Cowichan Tribes' Marine Oil Spill Response Program by carrying out the work plan of the Co-Developing Community Response Contribution agreement, in collaboration with Lulumexun staff, the S-hwuhwa'us Thi'lut Kwa'atl'kwa program, Fisheries Guardians, and external partners.

The Coordinator will also supervise the Research and Communications Assistant.

This is a 1 year full-time term position and will be required to work in the office, with occasional local travel in the field.


COMPENSATION AND BENEFITS:

The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $32.13-$34.08 per hour ($58, $62,031.06 annually).


RESPONSIBILITIES:


  • Project Coordination: develop Cowichan Tribes' Marine Oil Spill Response Program in collaboration with the Marine Projects Supervisor, Lulumexun staff, the Shwuhwa'us Thi'lut Kwa'atl'kwa program, Fisheries Guardians, and external partners; oversee the implementation of the work plan; supervise the research assistants work; and; report out to and collaborate with leadership, the Marine Projects Supervisor and Lulumexun department, and the community.
  • Define long and shortterm goals for capacity building and maintenance.
  • Enhance and develop a comprehensive Cowichan Tribes response to marine oil spills, including:
  • Develop policy, mandate, and internal processes for Cowichan Tribes' response to Emergency Marine Pollution incidents, including: on-water response roles, key Incident Command Systems roles, Activation Levels and staffing, cost recovery processes, and environmental remediation processes.
  • Define lines of communication (internal and external) relating to response
  • Coordinate training asneeded, including onwater and Incident Command System training of staff and members
  • Further develop Geographic Response Plans of Cowichan Tribes
  • Develop relationships with south coast partner response Nations, Coast Guard, and the Western Canada Marine Response Corporation, others involved in oil response
  • Other related duties as required

EDUCATION AND EXPERIENCE:
_(Please attach all required documents)_**- Post-secondary education related to Emergency Response Planning, Community Planning or related equivalent experience.

  • Incident Command System training and experience an asset
  • Experience with working with diversity of knowledge types an asset (e.g., TEK)
  • Valid Class 5 Driver's License and reliable vehicle required
  • Criminal Record Check required
  • Effective December 1, 2021: full vaccination against COVID19 is required to be eligible for employment at Cowichan Tribes.

SKILLS, KNOWLEDGE, AND ABILITIES:


  • Comfortable leading a team, with the ability to collaborate and work effectively independently
  • Exceptional verbal, written, interpersonal and presentation skills
  • Organized, detail oriented and selfmotivated
  • Time management with the ability to multitask
  • Experience with research, document production and editing
  • Knowledge of Cowichan culture, customs, traditions, and Hul'q'umi'num' language an asset
  • Familiarity with marine ecosystem and fisheries knowledge an asset
  • Knowledge of emergency response planning systems (e.g., ICS) an asset
