Description

The Procurement Specialist, Operations (Information Technology) (IT) coordinates and tracks procurement planning activities, manages procurement risks and researches innovative ways to manage procurements for all IT programs throughout the region.

The incumbent manages the Client-Partner relationship and develops creative solutions for IT procurements, focusing on quality and timeliness of deliverables.


KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive:

Primary

  • Provide advice on all aspects of procurement to meet DCC and Client-Partner needs for complex IT related procurements
  • Lead procurements for upcoming IT related systems and services, some of which include: Enterprise Resource Planning (ERP) software, Cloud Managed Services, Enterprise Content Management System, Corporate Services Management Tool, Endpoint Device replacement, etc.
  • Coordinate, implement and track procurement planning activities for all IT related programs
  • Lead, participate in and promote strategic procurement planning with DCC and the Client-Partners for IT related procurements
  • Negotiate procurement approaches and performance measures with the Client-Partners for all IT related programs
  • Coordinate the procurement activities, such as developing solicitation documents and IT agreement terms, coordinate the evaluation and vendor/supplier selection process
  • Review and approve the initiation and award of contracts within delegated authority
  • Make recommendations on the initiation and award of contracts exceeding delegated authority
  • Ensure all contracting activities are carried out in an ethical and transparent manner to facilitate access, and ensure competition and best value
  • Research innovative procedures (e.g. process improvements, procurement techniques for unique requirements)
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Manage risk

Other

  • Support the Regional Service Line Leader, Contract Services, in coaching and mentoring service line staff
  • Conduct market reviews and research strategic sourcing opportunities where appropriate
  • Review and provide advice to stakeholders in requirements gathering/scope definition as necessary
  • Help create strategies for complex procurements
  • Other duties as assigned

SKILLS

General and Specific Knowledge

  • Best practices, methods, trends and legislation in procurement
  • DCC and Client-Partner procurement processes and procedures
  • Government policies and trade agreements
  • Project and risk management principles
  • Negotiating and drafting IT agreements

Formal Education and/or Certification(s) and Experience

Minimum: university degree in computer engineering, computer science or related field with more than eight years' relevant experience in the information technology field, or the equivalent


Abilities

  • Understanding of the IT industry and able to develop solicitation documents for procurement of DCC's IT requirements
  • Use applicable computer software and operating systems
  • Demonstrate leadership, as well as a collaborative approach

  • Provide functional direction and advice to other employees and to Client-Partners

WORKING CONDITIONS
