Treasury and Balance Sheet Management (TBSM) is responsible for measuring and managing market risk for the domestic non-trading portfolios, global liquidity risk management, cash management, measuring margins, providing funds transfer pricing of retail products, securitizations, capital, medium term funding and managing the retail bank investment portfolios for North America.

The Capital Management team within TBSM is responsible for managing the bank's capital adequacy and efficiency; capital allocation methodology; oversight on subsidiary capital management; coordinating regulatory advocacy; developing and reporting on the banks internal capital adequacy assessment process; supporting the analysis of corporate development opportunities; and forecasting and analyzing TDBG's consolidated regulatory capital requirements.


Mandate:


This role contributes directly to the Bank's results by providing advice and recommendations on the capital impacts of line of business and Bank initiatives, and acting as a key capital resource for new ventures/lines of business, strategic alliances, and divestitures.

The AVP oversees competitive reporting on capital and allocated capital and identifies and recommends opportunities to senior management.

The individual leads the assessment of the pending regulatory and market changes that are expected to change the Bank's capital requirements and business activities.


The individual represents the Bank in industry forums and in discussions with regulators and rating agencies to influence developments in these areas.

The individual monitors the external market to ensure the Bank adopts best practices in this area.

In addition, the AVP participates in cross-functional teams comprised of internal and external stakeholders in the identification, development and execution of cost-effective capital transactions.

  • Develop, implement and manage an effective capital management and framework to ensure capital is managed in an optimal fashion
  • Ensure internal and external stakeholders are apprised of regulatory capital developments and their impact on the bank, its business and its capital position.
  • Understand current and proposed regulatory capital rule developments and their implications for the bank and its capital management and reporting.
  • Recommend to senior management the Bank's capital management policies including setting of the Bank's limits and thresholds.
  • Recommend and oversee the Bank's share repurchase or issuance strategy
  • Responsible for the Bank's efforts to influence industry, rating agencies, and regulators on capital issues through participation on appropriate industry and regulatory forums
  • Perform environmental scans to ensure capital management practices utilize best practices
  • Provide senior management with the information required to make critical business decisions regarding capital management
  • Support the businesses to ensure businessdecision making tools appropriately capture capital requirements (e.g., RAROC)
  • Oversee competitive benchmarking of balance sheet and capital utilization and recommend tactical opportunities to senior management
  • Represent the Bank with industry and regulators on capital issues through participation on appropriate industry and regulatory committees and bilateral discussions
  • Lead evaluation of the impact of regulatory capital changes on the Bank's capital requirements and business activities. Partner with affected areas of the Bank to attempt to influence regulatory capital rule developments and to develop business solutions in response to the changes.
  • Oversee the quantification of stress testing impacts on enterprise capital for purposes of the ICAAP and regulatory stress tests.
  • Primary contact for industry forums and other banks to discuss capital management and riskadjusted performance management practices
  • Lead the development of and oversee the execution of capital
