Program Manager, Renovate the Public Hearing Initiative:

SFU Morris J. Wosk Centre for Dialogue

ABOUT RENOVATE THE PUBLIC HEARING

Current public hearings requirements for housing developments result in low satisfaction, additional costs, lengthy delays, and sometimes trauma for those involved.

The Renovate the Public Hearing initiative will identify improved laws and procedures that result in more housing that is affordable, support meaningful democratic engagement, advance principles of equity and Reconciliation, improve the efficiency and quality of decisions and strengthen communities.

Through activities such as visioning dialogues,

demonstration projects, an "innovation exchange", a recommendations dialogue, and a formal legal review process led by BC Law Institute, the initiative will support systems change in British Columbia and provide a potential model for reform in other jurisdictions.


The initiative now requires a dedicated Program Manager to support in the scale up, implementation of activities and deliver the scope of the successful grant in collaboration with other units at the Centre between now and the funding end date of March 31, 2024.

We strengthen Canadian democracy by promoting democratic values and innovation, spread best practices by providing dialogue training and tools, and help governments to engage citizens and stakeholders through our consulting services. As a bridge between the university and community, we enable student success through the Semester in Dialogue and other experiential learning opportunities and provide a home to select initiatives run by our Dialogue Fellows and Associates.

***Reporting to the Director of Public Hearings and Planning for the Renovate the Public Hearing Initiative, the Program Manager will be responsible for collaborating with and supporting the Director with the implementation and programming for Renovate the Public Hearing, a participatory democracy initiative housed at the SFU Morris J. Wosk Centre for Dialogue. The Program Manager plays a key role in developing content, building relationships with government and community partners, stewarding grant reporting, financial management and reporting for multi-year budgets, and managing day-to-day execution of initiative activities. As part of
the SFU Morris J.

Wosk Centre for Dialogue community, the Program Manager is expected to advance the Centre's mission and values, work collaboratively with existing Centre teams, and engage the wider SFU research and learning community.


DUTIES AND RESPONSIBILITIES
Provides program and operational management for the $2.

5 million Renovate the Public Hearing initiative by:

  • Maintaining financial framework for tracking and forecasting expenditures based on donor reporting requirements and operational needs.
  • Maintaining project schedule for complex, multipronged initiative including monitoring critical path and schedule risks.
  • Collaborating on the delivery of grant reports on project progress and deliverables.
  • Supporting in the development of charters, schedules and other project management tools to monitor project progress and risks.
  • Managing a complex project budget with multiple programming partners and reporting requirements and allocating resources based on approved budgets.
  • Supervising the work of contractors and project staff.
  • Interacting and developing relationships with policymakers, as well as project collaboration partners and team members including the British Columbia Law Institute, community engagement innovators, and Local Governments.


Provides portfolio management for a suite of integrated, province-wide engagement activities and demonstration projects to inform improvements to laws and procedures for land-use decision-making.


  • Collaborating on the creation of service agreements and contractual arrangements for partners and subcontractors (e.g. running demonstration projects)
  • Ensuring a large portfolio of projects and events meet programming objectives, budget targets, timelines and other contractual requirements.
  • Overseeing the work of program staff, temporary reports and collaboration partners and implementing project deliverables (i.e., research, analysis, report writing, public communications planning/execution, demonstration project development, event logistics and discussion material development).
  • Conducting outreach for sensitive events and issues; seeking participation from underserved communities and addressing accessibility concerns to remove barriers to participation.
