The initial salary for this position will start at the beginning of the listed salary range with the opportunity to advance up the pay grid in annual increments. An eligibility list may be established.

PURPOSE OF POSITION


The Manager, People & Development works seamlessly with the Destination BC executive and management team to ensure the organization has the right people in place enabling a purpose-driven organization that operates through the lens of Destination BC's Foundational Principles of economic viability, community decision making, reconciliation, no net environmental harm and inclusivity/DEIA.


Reporting directly to the Vice President, Corporate Development, the Manager, People & Development leads the development and implementation of corporate-wide programs, services and initiatives related to attraction and retention, leadership and learning development, succession management, workforce planning, employee engagement and health and safety.

The Manager leads a team of two, and partners with division leads, branches and work units to meet their business and work environment priorities and goals.

The Manager ensures that human resource practices are aligned with BC Public Service policies.

This role maintains a series of integral relationships with internal and external stakeholders that include the Public Service Agency (PSA), the Public Sector Employers' Council and various Government agencies.


SPECIFIC ACCOUNTABILITIES

  • Leads the development of workforce plans and human resource strategies;
  • Leads the implementation of corporatewide programs that take into account broader corporate people management practices and organizational needs;
  • Provides expertise and advice on leadership development, organizational design and workforce planning to resolve engagement, recruitment/retention and other human resource related issues;
  • Monitors and evaluates changing workplace needs and makes policy recommendations;
  • Leads the implementation of recruitment activities to ensure Destination BC attracts and retains highly qualified and motivated staff;
  • Leads the design and implementation of a learning and development strategy that actively promotes corporate and individual development to enhance and enrich the corporate and employee knowledge base;
  • Leads the design and implementation of programs to support employee engagement, professional development;
  • Manages the delivery of human resource related operating policies and processes that enhance the employee experience at Destination BC while aligning operations with the Public Service Act;
  • Supports the implementation of the Destination BC's Diversity, Equity and Inclusion Strategy and Truth and Reconciliation Strategy;
  • Establishes and maintains collaborative relationships with executive and senior managers and ensures best human resource practices are incorporated into program and business decisions.
  • Manages administrative systems to monitor and report on key human resource metrics;
  • Ensures labour and employee relations advice is provided, as and when needed, across the organization;
  • Manages internal and external financial and human resources including directing temporary, auxiliary and regular staf
