The Ministry of Treasury Board and Finance is responsible for budget planning, financial management and economic analysis, as well as the administration of tax and revenue programs.


The Tax Policy branch, as part of the Ministry, provides information and recommendations on tax policies and works to implement government decisions.

The branch also monitors tax developments in Canada and abroad and works with other government ministries on tax issues affecting Alberta.

Role Responsibilities:


The Tax Policy Analyst is responsible for developing advice and recommendations that inform senior officials and the President of the Treasury Board and the Minister of Finance on areas of tax policy.

This includes the impacts on the government's fiscal and business plan objectives as well as on Albertans and Alberta businesses.


This entails monitoring tax-related developments in Alberta and elsewhere, conducting research on taxation issues, and responding to inquiries and concerns that have been raised by senior management, elected officials, the media, industry, and the general public.

The analyst participates on inter-departmental and interprovincial committees on issues that relate to Alberta's tax system and may assist in the development and drafting of tax-related legislation.

The analyst also contributes to the government's fiscal planning through regular tax revenue or benefit program forecasts and assessing the effectiveness of current or proposed tax policies.


Responsibilities include but are not limited to:

  • Research and analyze tax issues relevant to Alberta and communicate the results to senior decision-makers.
  • Develop cost estimates of tax proposals.
  • Prepare written responses for the Minister to other Ministers, tax professionals, special interest groups, and Albertans.
  • Participate in policy development through interdepartmental working groups.
  • Provide advice to other departments about federal and provincial tax systems and current provincial tax policy.
  • Identify necessary changes to ensure Alberta legislation is consistent with provincial tax policy.

Qualifications:


A CPA designation, a Bachelor of Law, or a Graduate degree in Economics, Public Administration, Business, Finance, or a related discipline.


Knowledge of and experience in the following:

  • Applied and theoretical taxation policy
  • Policy development processes
  • Federal and provincial tax legislation and policies
  • Strong analytical and computer skills with specialized revenue forecasting and analysis.

Equivalency:
An equivalent combination of education and experience may be applied.
