    Opportunity

    MacEwan University is seeking an experienced individual for Procurement Lead, Operations for a full-time continuing opportunity with the Procurement, and Contract Management Services department.

    Reporting to the Director, Procurement & Contract Management Services, the Procurement Lead, Operations provides a leadership/advisory role to the Operations Team related to purchasing and low to medium risk/visibility/value procurement & contract services. This position assesses policy, process & procedure control design; suggests implementation and improvement initiatives to the Director; oversees staff service delivery, ensures quality control & compliance with Trade Agreements and procurement related internal policies and procedures; and identifies and escalates risk and compliance issues.

    Key responsibilities include:

  • Provides stewardship of the administrative process for acquisition of goods and services on behalf of MacEwan University.
  • Assists internal staff and clients with specification development, statement of work, defining needs and understanding bid requirements as well as a clear understanding of legal issues, trade agreements and regulations relating to bid processes and contract administration.
  • Collaborates with diverse stakeholder groups at all levels of the institution to define, refine, and deliver effective program and service delivery requirements.
  • Analyzes data and develops reports for cost and service effectiveness evaluation. Reports to Director on cost control, supply risks, internal customers relations, performance checks, processes improvements, sourcing projects, and strategic collaborations.
  • Using expert knowledge of procurement strategies, policies and procedures, and contract law, provides coaching and mentoring to unit staff on procurement strategies and processes.
  • Assigns work and projects to staff, ensuring deadlines and requirements are met by balancing and adjusting workloads or shifting resources while promoting excellence in service delivery.
  • Accountable for the supervision of the Procurement Operations Team. The functions will include participating in recruitment, on-boarding, training, providing positive and constructive coaching, employee development, performance coaching, escalating to the Director when as required to ensure operational effectiveness and work performance objectives are aligned.
  • Keeps informed of the MSA collective agreement and other policies and works with leadership and HR to ensure that team members are aware of the institutional supports available to them.

  • Comprehensive knowledge of procurement policies, procedures, competitive bid law, and advanced supply management strategies and techniques.
  • Knowledge of contract law and understanding of legal language related to contracts and agreements.
  • The ability to communicate issues to a wide range of audiences.
  • Demonstrated skills in negotiations and relationship building.
  • Strong understanding of the University environment ( research community, administrators, central administrative units) or the equivalent of a large complex organization.
  • Strong management and leadership skills.
  • Demonstrated ability to lead team members in a service-oriented and client-centered environment.
  • Multi-tasking and time-management skills, with the ability to prioritize tasks.
  • Highly organized and detailed-oriented.
  • Excellent analytical and problem-solving skills.
  • Computer and technical skills including use of the Internet and desktop applications (Word, Excel, Outlook).

  • Must have a positive attitude and be self-motivated.
  • The ability to communicate effectively with internal and external stakeholders.
  • The ability to manage large and complex projects.
  • Strong understanding of the current marketplace to manage clientele requirements.
  • Top-notch interpersonal skills including handling difficult staff, clientele, and suppliers.
  • Qualifications

  • A minimum of a bachelor's degree in a related field (Business, Commerce, etc.)
  • Professional certification in the supply management field (Supply Chain Management Professional (SCMP) designation or equivalent)
  • Working knowledge of relevant software and systems ( Google workplace, MS Office, E-Procurement Solutions, PeopleSoft applications).
  • Experience within a public sector institution or a large organization would be considered an asset.
  • Comprehensive knowledge of trade agreements (, Agreement on Internal Trade (AIT), New West Partnership Trade Agreement (NWPTA)) would be considered an asset.
  • An equivalent combination of education and experience may be considered.
