PURPOSE OF THE JOB


Reporting to the President of Aecon Concessions and Highway 104 Western Alignment Corporation, the General Manager, AHMCL is responsible for the oversight of the day to day operations for the Cobequid Pass Toll Facility as well as management of the Toll Facility staff.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Establish and provide ongoing oversight and direction on all operating procedures, disaster recovery planning, health and safety protocols, Facility logistics and materials, reporting and overall support to ensure effective operation of the Tolling System Facility,
  • Ensure all work being performed at the Tolling Facility is in accordance with the Operating Agreement as well as federal, provincial and local legislation,
  • Ensure seamless operation of the facility and report any issues, problems or anomalies that occur to HWY104 Corporation; provide recommendation(s) for resolution and/or improvements, implement approved recommendation(s),
  • Oversee the purchasing and inventory on hand of all equipment and supplies related to the tolling system and facility,
  • Oversee and manage all finances related to the Cobequid Pass Facility including but not limited to:


  • Annual budget

  • establishing and maintaining annual operating budget for the Facility and presenting for approval to HWY104 Corporation.
  • Developing and maintaining controls and levels to conform with budgets and forecasts.
  • Preparation of data for periodic and yearly financial statements as directed by the Operating Agreement.
  • Establish and oversee the reporting and audit functions for the Facility and its operations, specifically related to:
  • Standard Operating Procedures,
  • Vehicle Count and Toll System Equipment Monitoring,
  • Toll Revenue and Traffic Reporting,
  • Deposit Reporting,
  • Tolling Audits,
  • Security Access,
  • Subcontractor Audits,
  • Toll Equipment Inventory and Maintenance,
  • Exception/Incident Reporting,
  • Responsible for the selection of subcontractors ensuring compliance with the provisions of the Operating Agreement and the policy objectives of the Government of Nova Scotia, and monitor the quality of subcontract work provided,
  • Ensure appropriate training materials and lists of procedures are available and maintained on a regular basis i.e. manuals, written examinations, performance evaluation tools, and media material are designed and developed to support training programs,
  • Plan, manage and enforce the security program for the Tolling System Facility, including control of all access to the administrative building, as well as security training for staff,
  • Manage Toll Facility staff (employed by Aecon) including developing and maintaining job specifications, ensuring the right staffing levels are maintained, providing day to day oversight of work, conducting annual performance reviews, managing salaries, and providing feedback, coaching and support as required,
  • Liaise with Toll Collectors Group (Commissionaires) on all matters related to Toll Collectors and perform audits on hours worked,
  • Develop and recommend plans for continuous Facility improvements,
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Direct supervision of Tolling Facility staff employed by Aecon.

KNOWLEDGE AND SKILLS

  • Minimum 10 years related work experience is required,
  • College or University education in Business Management is an asset,
  • Understanding of Traffic Control Safety requirements, Dept. of Labour constraints and awareness of the traffic flows and patterns to assist in safe operation of the facility would be considered advantageous.
  • Knowledge of Information Technology and electronic tolling operations and techniques is a great asset,
  • Proven ability to effectively manage a team and keep staff motivated and engaged in their work is a must,
  • Demonstrated excellence in customer service,
  • Strong verbal and written communic
