  • Reporting to the Manager Construction Services, the Supervisor, Construction Services is primarily responsible for the leadership and oversight of the Construction Inspection working group for the delivery of contract administration and inspection services operations for Design and Construction.
The municipal infrastructure projects for new construction or rehabilitation of existing infrastructure, include:

streets & roads, storm sewers, bridges, retaining walls, accessible sidewalks, curbs, pavements (resurface, renewal, recycled, etc.), guiderails, trails, cycling infrastructure, traffic signals and intersections, etc.

This includes developing, implementing and maintaining strategies, systems, policies and programming and providing advice, technical expertise & training to support construction services deliverables.

The Team Lead provides leadership and expertise to the Construction Inspection group to ensures that construction projects are built to the design and quality control objectives of the contract specifications; are constructed safely; within approved budget; and on schedule; while serving the citizens whose property and/or lifestyle may be disrupted by the Capital Works.


DUTIES AND RESPONSIBILITIES:


  • Manages and is responsible for the daily operation of the Construction Inspection working group; in the absence of the Construction Services Manager, provides oversight to the broader Construction Services team
  • Monitor requests for leave and attendance, coordinate and assign workloads for technical and nontechnical staff in the construction management and inspection of municipal infrastructure capital projects
  • Recruits, develops, disciplines, and dismisses as required
  • Contributes to improved employee relations by ensuring fair and equitable treatment of employees, in compliance with the Collective Agreement and cooperation with the union through consultation and joint initiatives
  • Participates in labour management meetings, grievance procedures and related labour management actions as required
  • Prioritizes multiple responsibilities and demonstrates sound judgement in problem solving (integral to completing projects within budget and on time)
  • Contributes to key divisional initiatives, operational plans, budget planning and resourcing requirements under the direction of the Manager, Construction Services
  • Represents Construction Services on special committees and task forces in the municipality
  • Assists in the compilation and prioritization of the annual capital budget submission
  • Assists with the collection of work files and data on capital project requests for the development of the annual capital budget
  • Makes recommendations and provides support to staff regarding process improvements
  • Conducts ongoing reviews related to best practices in construction management and inspection of municipal infrastructure capital projects to monitor progress and ensure conformance to design and construction specifications, and safety standards
  • May perform other related duties as assigned.

QUALIFICATIONS

Education & Experience

  • A diploma in civil engineering technology from a recognized institution.
  • A minimum of 8 years in municipal engineering or field construction experience in the areas of asphalt, concrete, roadways, and other municipal infrastructure.
  • A minimum of 3 years' previous experience in an active leadership and/or supervisory role in a unionized environment.

Technical/Job Specific Knowledge and Abilities

  • Possess sound working knowledge of general municipal engineering construction practices and procedures.
  • Must have the ability to read and interpret engineering drawings and conduct field survey layout work.
  • Superior communication, management, organizational, and motivational skills
  • General understanding of HRM's organizational structure and the specific working relationship between construction, design, and other business units.
  • Knowledge of Federal/Provincial regulations and guidelines affecting municipal construction activities.
  • Must have and maintain a valid N.S. driver's license and own and be willing to use a vehicle during working hours with reimbursement in accordance with the HRM mileage policy.
  • Physical Effort: Ability to concentrate for long periods of time. Sitting at a desk and driving for long periods.
  • Physical Environment: This position requires work to be carried out in a busy office environment with visits to construction sites where adverse weather conditions, rugged terrain, vehicle traffic and/or heavy equipment, and noise may be present.
  • Sensory Attention: Large number of projects and employees to manage and coordinate, requiring managing stress level to meet critical project deadlines.
  • Mental Stress: Fast paced environment while ensuring projects are constructed safely, within budget and on schedule.
