The Opportunity:


Under the general direction of the Director of Sustainable Economic Development, the incumbent is responsible for the on-site building and plumbing inspections within the City of Selkirk for structures that fall under Part 9 and Part 3 of the current Manitoba Building and Plumbing Codes.

In consultation with the Director the incumbent is responsible for initiating changes, interpretation and enforcement of the City's Building By-law.


Job Duties:


  • Inspections
  • Review construction proposals to determine compliance with the requirements of the
Manitoba Building Code, Plumbing Code, Building By-Law or any other relevant by-law or regulation.

  • Review development proposals to determine compliance with planning, zoning bylaws and policies.
  • Issue permits such as, but not limited to, building, plumbing, moving, occupancy, and stop work orders.
  • Perform necessary inspections to ensure compliance with Manitoba Building Code,
Plumbing Code, Building By-Law or any other relevant by-law or regulation and maintain inspection reports.

  • Monitor and work with By-Law officers to ensure enforcement of the building and zoning by
- laws.

  • Support the ongoing revision and improvement of building bylaws, zoning bylaws, and other regulations.
  • Development Officer
  • Guide the development and continuous improvement of the City's building bylaw.
  • Meet with developers to discuss their proposals and offer advice and guidance in the development permit process.
  • Accurately provides development and building requirement and other related planning information and guidance to internal and external customers.
  • Assists Planner with ensuring good land use planning.
  • Administrative
  • Provide progress reports, updates, and communication to the Director on all projects, activities and initiatives.
  • Attend and participate in professional development to keep updated of best practices.
  • Support the ongoing revision and improvement of building, zoning, and other bylaw and regulations.
  • Exceptional Citizen Service
  • Ensure the efficient and effective provision of services to Citizens and respond to inquiries from the public and other Departments.
  • Assist Citizen _Support _Representatives by providing essential information to respond to citizen inquiries efficiently.
  • As part of environmental stewardship to improve City practices and services, responsible to prepare reports, policies, procedures, and programs for accomplishing approved objectives.
  • Respond to inquiries from Senior Management.
  • Work cooperatively with all City Departments and personnel to support corporate initiatives.
  • Liaise with The Manitoba Office of the Fire Commissioner, and Provincial and Municipal Officials
  • Capital Asset Management Program
  • Understand and comply with the City's Capital Asset Management policies.
  • Support the development and delivery of the City's Capital Asset Management Program by providing professional advice and undertaking related tasks as needed.
  • Responds to complaints from the general public received through Citizen _Support._
  • Responds to fire reports sent by Protective Services.
  • Perform other related duties as assigned.

Qualifications and Minimum Requirements:


1. Education, Knowledge and Experience

Minimum Requirements

  • Completion of Grade 12 or equivalent.
  • Building construction trades certificate
  • Housing and Part 9 Buildings CBCO designation through the Manitoba Building Officials
Association (MBOA)

  • Part 3 CBCO designation through the Manitoba Building Officials Association (MBOA) or successfully completed the Part 3 Building Officials Exam offered through the Medical
Emergency Services College (MESC)

  • 5 years related experience.
  • Demonstrated knowledge of building materials and methods of construction.
  • Good knowledge of Planning Act, building and related bylaws and codes to be followed with a thorough knowledge after training.
  • Valid Class 5 Driver's License
  • Demonstrated ability to establish and maintain effective internal and external working relationships.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Demonstrated ability to read building plans and specifications.
