Reporting to the Vice President, Information Technology Services, the Manager, ITS Project Assurance is responsible for leading a team of IT Program Managers in the provision of ITS project assurance services.

This function is to ensure that all Manitoba Liquor and Lotteries (MBLL) technology projects are abiding by the governance, policies, procedures, and processes as established by the MBLL IT Project Management Office and the MBLL ITS Executive Office, in alignment with the company's strategic goals and objectives.

This role is also responsible for making recommendations for the continuous improvement of the IT project management methodology, processes, practices, and procedures, and for tracking the progress of the implementation of any improvement activities.


Duties:


  • Lead the development and implementation of an IT Project Assurance function within MBLL to help ensure that IT projects are delivering according to the expectations set out by the organization.
  • Ensure the performance of the IT Program Managers and that programs and projects are progressing according to the expectations defined by the corporation and conforming to ITS processes, policies, and the ITS Project Delivery Model.
  • Develop, implement, and oversee processes for tracking and reporting on process conformance project performance.
  • Develop, implement, and oversee processes for identifying and reporting on areas of concern within individual projects or across the ITS Project Portfolio.
  • Develop, implement, and oversee process for IT project reviews and the investigation of concerns within the ITS Project Portfolio.
  • Lead IT project review activities and investigations, as required.
  • Provide recommendations for resolution to appropriate ITS department based on IT review results.
  • Ensure that recommendations are implemented by the assigned ITS department.
  • Provide guidance on implementation of recommendations, if required.
  • Provide coaching and guidance to IT Project Managers and ITS Project Sponsors, as required.
  • Ensure IT Program Managers and ITS Sponsors are assigned to all projects within the ITS Project Portfolio.
  • Collaborate with stakeholders, business division project sponsors, ITS sponsors, resource managers and other support services business areas in relation to process improvements.
  • Ensure that ITS Sponsors have appropriate training and support.
  • Provide leadership through solid people management practices.
  • Recruit, manage, coach, and evaluate the performance of employees.
  • Ensure that department employees provide excellent customer service.
  • Provide training, guidance, and direction. Ensure positive morale and motivation of employees.
  • Resolve complex, nonroutine problems and issues, and provide conflict resolution in a sensitive, confidential, and professional manner.
  • Determine, where required, staff discipline/corrective action within established policies/related documentation.
  • Ensure all applicable compliance, regulations, policies, procedures, and corporate social responsibility are understood, supported, and adhered to by all employees.
  • Carry out all required duties and responsibilities of a supervisor of workers, as outlined under provincial safety and health legislation.

Primary Qualifications:


  • A postsecondary degree or diploma in computer science, an IT related discipline, or an equivalent combination of education, certification, and experience.
  • A minimum of twelve years in an information technology environment, with significant experience in leading complex initiatives, client/business relationship management, and IT service delivery. The last four years should be in a Senior Project Management position.
  • Excellent Project Management skills with demonstrated ability in leading the delivery of complex projects and programs on time, on budget, and within scope.
  • Work experience demonstrating achievement of efficiencies, strong leadership and organizational skills, adoption of best practices, strong initiative and ability as a selfstarter, and strong human resource management skills.
  • A Project Management Professional (PMP) designation or Prince2 certification is required.
  • Excellent oral and written communication skills, including presentation skills, meeting facilitation, and influencing.
  • Excellent knowledge and experience with Project, Program, and Portfolio Management methodology, tools, and techniques.
  • Business acumen with strong strategic vision, tactical planning, and organizational understanding.
  • Proven leadership and team building skills.
  • Currency with, and demonstrated conceptual understanding of, leading edge technology options.
  • Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, OneDrive, and Teams).

Secondary Qualifications

  • A Masters Certificate in Project Management would be an asset.
  • ADKAR certification or willingness to be certified would be an asset.
