The Opportunity:

As the Director of Parks, Recreation & Culture (PRC), you'll be at the forefront of shaping our community's well-being.

Reporting to the Chief Administrative Officer, you will oversee community arts and events, promote active living and inclusivity, protect our heritage assets, including our museum, and manage amazing facilities like our arenas, pool, parks, marina, and trails.

As part of the management process, you'll drive growth planning for these services and manage development projects, including adherence to PRC-related conditions within Planning Act approvals.


You will also be responsible for leading a forward-thinking Service Area that recognizes the power of outdoor spaces, recreation, culture, diversity, and inclusion to create a vibrant and healthy community.

Cultivating partnerships is key - you'll work closely with internal stakeholders, partners, nonprofit organizations, and interest groups to deliver programs and services that meet our Town's evolving needs.

Additionally, you will have significant involvement in exciting projects like our new regional Arts Centre, a multi-use recreation facility, and the expansion of our marina.


What You Will Do:

Strategic and Services Planning (20%)

  • Craft and implement Service Area Master Plans, aligning with growth planning and asset management.
  • Develop service area budgets, service levels, policies, and procedures to ensure efficient and effective operations.
  • Identify regional initiatives to expand and optimize PRC services.
Services and Projects Delivery (50%)

  • Oversee parks, recreation, and cultural experiences from daily operations to major projects.
  • Ensure project alignment with corporate policies, including procurement, contract administration, and customer service.
  • Collaborate with community groups, agencies, government, developers, and associations on PRC initiatives.
  • Provide oversight for relevant Advisory Committees, promoting equity, diversity, and inclusion.
  • Manage communications with stakeholders to inform and gather feedback on service area initiatives.

Leadership & Administration (30%):

  • Participate as a member of the Service Area Head Team, providing input on strategic planning and initiatives and corporationwide Programs and Services, leadership of and participation on project teams, and championing the Town's Vision and Values.
  • Foster a highperformance culture: manage staff engagement and development, and performance evaluations.
  • Actively manage staffing levels, recruitment, and talent development.
  • Participate in strategic planning and decisionmaking as part of the Service Area Head Team.
  • Prepare reports and presentations for Council and internal leadership.
  • Ensure adherence to all safety legislation (e.g., Highway Traffic Act, OHSA).

Compliance & Safety:

  • Adhere to all relevant legislation, including the Highway Traffic Act and the Occupational Health and Safety Act. Utilize and maintain personal protective equipment as required.

Skills and Experience:


  • Deep understanding of parks and facilities construction, maintenance, program design, marketing, provincial grants, relevant legislation, community development, and local government functions.
  • Experience with cultural events, event planning, marketing, and business planning for events.
  • Proven success in leading motivated teams towards corporate goals and objectives
  • Volunteer management experience.
  • Superb administrative, communication (written and verbal), interpersonal, organizational, time management, analytical, problemsolving, and public relations skills.
  • Ability to multitask, handle interruptions, meet deadlines, and exercise discretion with confidential information. High initiative and integrity are essential.
  • Proficiency in Windows, Microsoft Office, and standard office equipment.
  • Familiarity with recreation software (e.g., PerfectMind) and database management.

Qualifications:


  • Degree in Recreation, Physical Education, Sports Administration, or a related discipline.
  • Certified Recreation Facilities Professional designation, Masters Certificate in Municipal Leadership, Canadian Parks and Recreation Professional Development Certificate, and/or Parks and Recreation Management Certificate are each desirable and preferred assets.
