BGC of Central Vancouver Island (BGCCVI) is a registered non-profit and charitable organization serving over 1000 children, youth, and families in Central Vancouver Island area through enriching programs in 14 locations.


The Early Years Manager plays a pivotal role in ensuring the delivery of BGCCVI's high quality early years programs, which provide a safe and nurturing environment for children that promotes children's physical, social, emotional, and intellectual development.

Our programs promote a play-based model of learning and follow the goals and objectives as outlined in the BC Early Learning Framework.

This role reports to the Director of Childcare and Early Learning.

Position Overview


The Early Years Manager is responsible for the safe and effective provision of Early Childhood Education programming and service delivery including planning, implementation, risk management and supervision of staff, practicum students, and volunteers.

This position requires a comprehensive knowledge of Early Child Development, age-appropriate program planning and behaviour management theory.


Foundational to this role is coaching and guiding staff in their professional practice and delivering programming through a trauma informed lens, placing priority on participant safety.

As a key leader in the Agency, the Early Years Manager demonstrates the active pursuit of intentional practice with a relentless focus on outcomes and results.

The Early Years Manager leads by example adopting the agency's core values and Code of Ethics to guide decision-making and professional behaviour.


Duties and responsibilities

Program Management

  • Develops and supports a direct report staff team to build effective staff/participant relationships that support a safe and inclusive environment for both staff and personserved, with the capacity to provide ongoing childcare using best practices which comply with Community Care Licensing regulations.
  • Develops, monitors, implements, and evaluates new/existing programs in collaboration with Director of CCEL i.e., program Logic Models.
  • Creates and builds an inventory of program participant success stories highlighting impact of program.
  • Monitors and maintains program staffing levels to ensure compliance to required ratios.
  • Supports the Director of Child Care and Early Learning with the review and audit of Care Plans and Service Delivery Plans to ensure compliance to standards; guide and mentor staff to achieve compliance to standards.
  • Develops and implements a strategy when enrollment rates differ from expectations.
  • Spends on average 8 hours per week working in program.

Leadership

  • Leads the adoption of a mindset in program implementation and service delivery maximizing opportunities for participant success and program impact.
  • Actively monitors staff progress, gives timely feedback on performance, and provides support as needed by modeling behaviours expected of all staff, inspiring professionalism and intentional work practices.
  • Monitors compliance of program orientation delivery for all new staff.
  • Maintain all programs to required accreditation and other applicable standards including performance reviews and training plans for direct reports.
  • Provides service delivery of the following evidencebased research: Strengths-Based, Trauma Informed Practice, & Positive Behaviour Support and experiential learning.

Administration

  • Along with ECE Supervisors, monitors and maintains program supplies budgets.
  • Monitors and approves direct reports and program staff timesheets for payroll.
  • Prepares and monitors staff schedules; monitors vacation and sick time; approves vacation entitlements.
  • Prepares, schedules, and facilitates staff meetings; prepares staff meeting and Minutes to Agency standards and ensure staff signoff.
  • Identifies, monitors and communicates trends, patterns, opportunities, and concerns to the Director of CCEL.
  • Reviews and updates annually program/participant/family handbooks.

Risk Management

  • Supports the Director of Childcare and Early Learning to implement Risk Management Plan protocols for Early Years Programs.
  • Reviews, monitors, follows and ensures compliance of monthly and quarterly Health & Safety schedule including drills, trainings and licensing requirements.
  • Ensures adherence to agency facility and Vehicle Inspection Plans and reports deficiencies/concerns to the Director of CCEL/Operations Coordinator.
  • In collaboration with Human Resources, monitors, and tracks staff certifications to meet applicable legislation and standards.
Education

  • Must be qualified as a Licensed Manager by Community Care Facility Licensing.
