Job Type: Full-time, 6-month contract with a possibility of extension.

Start Date: March 2026

Work Hours: 37.5 hours per week. *(Flexibility is required to work outside regular office hours if needed.)

ABOUT THE ROLE

The Operations Coordinator is responsible for providing procurement, logistics, and administrative support to the organization, ensuring all activities comply with applicable organizational and donor policies, standards, and procedures.

JOB RESPONSIBILITIES

Procurement – 60%

  • Support the Finance and Administration Director in providing procurement guidance and advice to personnel in line with the organizational procurement policies, guidelines, standards, processes, and procedures.
  • Respond to and manage the requests for procurement of goods and services.
  • Assist in reviewing Terms of Reference (ToR), Requests for Proposal (RFP), and Requests for Quotation (RFQ) for service contracts, repeat purchases, and framework agreements to ensure they are prepared in accordance with organizational templates and standards, and flag any issues for review by the Finance and Administration Director.
  • Support the planning and organization of national and international tenders, and assist in publishing invitations to bid (ITB) for proposals and/or quotations on relevant platforms.
  • Assist in reviewing procurement requests to check that all required information and supporting documentation is complete, and flag any potential issues, including possible conflicts of interest, for review by the Finance and Administration Director.
  • Facilitate the administrative aspects of supplier and service provider evaluation, screening, and selection, working in collaboration with procurement requestors, ensuring all documentation is prepared in line with applicable organizational rules.
  • Maintain a roster of vetted suppliers and service providers, and provide procurement requestors with information from the roster to support their sourcing decisions.
  • Provide relevant colleagues with updates on the status of procurement requests and the progress made against them.
  • Respond to inquiries from potential suppliers and service providers during the tender, RFP, or RFQ processes, and manage the organization's procurement email account.
  • Conduct background and reference checks for prospective suppliers and service providers, share findings with managers for operational review, and ensure documentation is ready for the Finance and Administration Director's approval.
  • Draft service contracts, framework agreements, purchase/repeat/blanket orders, and statements of work in collaboration with procurement requestors, suppliers, and service providers.
  • Draft amendments to procurement contracts to ensure continuity of services and/or supplies, and prepare them for review and approval by the relevant parties.
  • Ensure the timely receipt of invoices from suppliers and service providers, review them for accuracy (i.e., dates, type of services and goods provided, amounts due, payment deadlines, purchase order numbers, etc.) and process them in line with the applicable organizational procedures.
  • Ensure all the procurement requests, processes and procedures are duly recorded, documented and organized with an effectively structured filing system, and are made available to the relevant parties.
  • Identify and report any supplier or service provider non-compliance with organizational procurement procedures, standards, and requirements to the Finance and Administration Director for appropriate follow-up or corrective action.

Travel and Administrative Support – 40%

  • Provide administrative and logistical support in planning and managing travel for contractors engaged in service delivery, including booking transport and accommodation, preparing travel advances and expense reports, and ensuring compliance with organizational policies and procedures.
  • Facilitate the planning and logistics of workshops and events, including venue reservations, catering, accommodation, and transportation arrangements.
  • Coordinate operational tasks such as office logistics, supplies, equipment, and general administrative support, ensuring compliance with organizational policies and procedures.
  • Assist the Finance Department with administrative tasks, ensuring proper documentation for audit purposes and smooth operational support.

QUALIFICATIONS AND EXPERIENCE

  • University degree in a related field.
  • Minimum of 2 years' professional experience in procurement, logistics, supply chain management, human resources, project administration, or another relevant field.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES

  • Good understanding of procurement, logistics, and administrative processes, preferably within the humanitarian or development sector.
  • Strong analytical, organizational, prioritization, and coordination skills, with keen attention to detail.
  • Ability to work independently and under tight deadlines.
  • Strong communication and interpersonal skills.
  • Fluency in written and oral English (knowledge of French, Arabic, or Spanish is an asset).
  • Demonstrated commitment to Safeguarding and Gender Equality.
  • Excellent knowledge of MS Office Suite (Word, Excel, PowerPoint); familiarity with procurement or accounting software is an asset.

WORK CONDITIONS

  • Office setting or work from home.
  • Required to be seated whilst completing computer and desk-based tasks for long periods.
  • Occasional domestic and international travel.
