Job Description:


The Business Analyst, HR Systems has key responsibility for supporting the HR Systems from an operational and functional perspective, including business processes, troubleshooting, testing, end user training, data management, and reporting.


This position provides tier 1 technical support to all end users and functional technical support to the People and Culture teams (e.g., Payroll Services, HR Services).

This position also works closely with the Strategic Transformation Office to escalate and support issues beyond tier 1.


The Business Analyst, HR Systems also supports the implementation of new system modules or upgrades, including evaluation, documentation, and development of communications and training for end users.

Qualifications Required:

Education & Experience:

  • Undergraduate degree in human resources, information technology, or related discipline.
  • Minimum of three years of experience providing issues resolution support or data analytics in a human resources environment.
  • An equivalent combination of education and experience may be considered.
  • Advanced knowledge in Excel and the Microsoft Office suite
  • Experience working with human resources information systems (HRIS). Experience with Workday is considered an asset.
  • Knowledge or experience with ITSM or JIRA is considered an asset.
  • Experience with value stream mapping, business processes, and business rule definitions.
  • Experience with report writing, data definitions, data analysis, and data auditing.
  • Experience in test planning, developing test scripts, testing, and systems documentation.
  • Experience in change management, including the creation of training materials, user guides, and employee communications.

  • Ability to communicate effectively to both technical and nontechnical audiences.

  • Demonstrated ability to providing excellent customer service, responding to inquiries, and providing information regarding processes, guidelines, or procedures.
  • Strong organizational and time management skills and able to meet deadlines and work with frequent interruptions.
  • Ability to exercise initiative in contributing input for improvements to departmental operations and service to clients.

$ $58.03 per hour

Compensation beyond the mid-point requires approval by the Public Sector Employers' Council Secretariat (PSEC).
