    Job Description

    Reporting to a Senior Systems Integrator, Public Health, this Systems Integrator 1 (Senior Business Analyst) has considerable experience in application deployment, system architecture, programming and testing, training, and documentation, with strong emphasis in problem solving, customer service, service improvement, project and work package management, and feasibility and business case development. This Systems Integrator 1 position is responsible to support various Toronto Public Health programs and for analyzing, documenting, and presenting options for business process improvements including recommending changes that improve service delivery. A background in application development with an understanding of the project development cycle and project management methodologies (agile and waterfall) is also an asset.

    Major Responsibilities:

    • Establish and maintains business relationships with clients to discuss/assess client needs.
    • Prepares project charter, statements of work, and project plans.
    • Identifies risks and prepares action plans to mitigate risks.
    • Conducts or leads team in delivery of projects or work packages.
    • Liaises and co-ordinates with internal and external groups on accomplishment of deliverables.
    • Prepares findings and "Lessons Learned" from post-implementation project reviews.
    • Assesses, analyzes, evaluates, and recommends process and policy alternatives for projects and work packages.
    • Redesigns business principles, processes, policies, and standards by recommending best practices and improvements to current processes.
    • Determines business requirements and builds consensus amongst clients.
    • Prepares Business Plans, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information and technology as part of the solution.
    • Provides input to Data Management teams on transformation of clients' business requirements.
    • Recommends improvements to current methodology, process, standards, and policies.
    • Assists staff in understanding of business processes and logic.
    • Liaises with staff in development of test strategy, test cases and test scripts for system, performance, usability, and acceptance testing of system solutions developed.
    • Leads team of draft implementation and rollout strategies and plans.
    • Conducts walk-through of deliverables to identify potential problems.
    • Prepares training material and documentation for use by clients and staff.
    • Conducts training for client and their staff.
    • Collaborates with clients on "Go / No Go" cut-over decisions e.g., roll-outs.

    Key Qualifications:

    Your Application must describe your qualifications as they relate to:

    1. Post secondary education in computer science, business administration or other discipline pertinent to the job function or combination of education and experience; Certified Business Analysis Professional (CBAP) designation would be an asset.
    2. Extensive experience as a Business Analyst in information technology projects, working with both technical and business staff to define designs that takes advantage of technological efficiencies while also meeting business requirements. Health segments experience an asset.
    3. Extensive experience assessing and reviewing business processes to identify options, best practices, and possibilities to improve service delivery.
    4. Extensive experience facilitating small and large group meetings and working sessions (JAD sessions and one-on-one meetings etc.) and communicating with insight to delivery teams.
    5. Extensive experience working with business staff in the automation of their business processes and troubleshooting sensitive production-related issues.
    6. Extensive experience preparing and documenting business cases, gap analysis, use cases, functional and non-functional requirements, and system specifications, and using a variety of software packages in their preparation including process design software (e.g., M365, Visio, BPMN2), business requirements management and quality assurance tools (e.g., HP QC, HP Testing Suite, JIRA), and MS Office (e.g., Power Point, Excel, Access, and Word).
    7. Considerable experience documenting business and system requirements for application solutions using the Unified Modeling Language (UML) and Business Process Modeling Notation (BPMN).
    8. Experience with HP Testing Suite (HP QC, HP Load Runner, and HP QTP), Requirement Management tools (Blueprint would be an asset), requirements traceability matrices and business intelligence/data warehouse solutions.
    9. Considerable experience in risk analysis, and risk mitigation; process and data modeling (conceptual, logical, and physical); application ownership and stewardship; and application quality methods and processes.
    10. Experience with full life cycle of software development, including requirements, design, development, testing, rollout, implementation, and training.

    • Excellent research, analytical and problem-solving skills; ability to conceptualize and develop options and recommendations to support decision-making.
    • Excellent written and oral communication skills, presentation, and interpersonal skills to deal effectively with business and technical stakeholders.
    • Ability to work effectively as a member of the team, collaboratively with others and independently as required.
    • Advanced time management and estimation capabilities and ability to perform several tasks and projects concurrently.
    • Knowledge of current and emerging technologies and skills to evaluate and recommend new technology for introduction into a complex technical environment.
    • Demonstrated strong customer service orientation.
    • Ability to construct and execute User Acceptance Test plans.
    • Good understanding of systems environments, quality assurance and change management.
    • Knowledge of systems integration methodologies, processes, and techniques.
    • Strong understanding of Project Management Methodologies (PMM) and System Development Methodologies (SDM), including strong hands-on experience in MS-Project.
