Manager, Strategy and Planning


The Role:


To provide leadership in the management and provision of enterprise-wide strategic expertise, initiatives and services in the areas of strategic, annual business and operational planning, organizational performance measurement, project management and process improvement to drive Public Health Ontario's mission, vision, values and strategy.


Key Responsibilities

  • Manages the planning, development and implementation of crossfunctional and enterprisewide frameworks, tools, and guidelines to build organizational capacity and ensure PHO executives and management are provided with strategic expertise, targeted guidance and support in all areas of strategic and operational planning, performance measurement, project management and process improvement.
  • Leads the development of PHO's strategic plan within the parameters established by PHO's board and executive.
  • Leads the development of PHO's annual business plan within the overall framework of the strategic plan and in alignment with government priorities.
  • Leads the development of PHO's annual operational plan within the context of the annual business plan.
  • Leads the development of PHO's performance measurement framework to monitor and report on PHO's progress in relation to its mandate, strategic directions and annual business and operational plans; ensures meaningful monitoring and reporting of the efficiency, effectiveness and outcomes of PHO's activities and services, in keeping with Treasury Board Secretariat requirements
  • Leads the preparation of PHO's 5year review, a Board commissioned review which is a critical element of the performance measurement framework.
  • Plans and manages the introduction of an ePMO (enterprise process improvement and project management office) responsible for the design, development, implementation and provision of training on structured methodology, tools, processes and standards to ensure consistency for enterprise level priority projects initiatives and the development of a community of practice.
  • Maintains an awareness of PHO's situational context; identifies and explores current and emerging issues, developments and trends in the broader health landscape and external environment; initiates and undertakes research and analyses to inform PHO's Executive Committee and Senior Leadership Committee.
  • Provides secretariat support for PHO's Executive Committee, supporting the planning and delivery of committee meetings by supporting agenda development, preparation of background/briefing materials; develops work plans and works with committee members to ensure deliverables are met; attends meetings, prepares meeting minutes; monitors progress on Executive Committee directives/communications, including information on sensitive and confidential topics/issues to internal and external stakeholders.
  • Initiates and manages critical relationships and partnerships with executive and leadership across PHO to provide expertise and facilitate collaboration on cross functional project initiatives
  • Prepares and/or manages the preparation of presentations and briefings to the Board and the Ministry of Health to ensure quality and audience needs.
  • Manages budget, service and performance indicators and ensures consistency in corporate requirements and approval processes for financial, human resources, information technology, operational and business planning functions.
  • Builds and leads teams of multidisciplinary staff in support of PHO's activities.
  • Models organizational values and organizational culture and embeds values into area of responsibility.
  • Contributes to the development and implementation of the department's mandate and operating procedures by taking a significant role in the identification of new programs and projects that fit PHO's mandate; suggests areas for improvement in internal processes along with possible solutions.
  • Keeps abreast of the latest research and developments in area of specialty within PHO and at other agencies.
  • Supports PHO in the provision of response in an emergency, pursuant to responsibilities as delegated in an emergency response plan; supports PHO's 24/7 incident and emergency response through shared participation in oncall schedule, as required

Knowledge and Skills

  • Knowledge of, and skills in strategic, operational, and business planning with a focus on driving organizational mandate, vision and priorities and best practices to develop and implement relevant strategies, plans, tools and policies.
  • Knowledge of project management methodologies, principles and best practices for the development and management of enterprise projects and communities of practice and the management of multiple projects, delivering measurable results.
  • Knowledge of performance measurement methodologies, principles and practices to lead the development of PHO's performance measurement framework.
  • Knowledge of business
