    The salary range for this position is:

    Recruitment range: $63,953 - $79,814 maximum starting salary is determined through knowledge, experience and internal equity.

    Performance range: starting salary to max of $91,709 is available through annual performance increases.

    * This position is eligible for a Hybrid Work Arrangement*

    An employee in this classification is excluded from the bargaining unit as defined in the Labour Relations Code.

    The Organization Development and Learning Services team provides a variety of strategically aligned programs, projects and services that make UVic a great place to work. This includes people-centered and equity informed approaches to employee engagement, leadership development, employee learning, employee recognition, change and transition, HR metrics and reporting, and team/organization development strategies.

    Mandate/Core purpose of role:

    The HR Program and Projects Manager works collaboratively with the Director OD and Learning Services (ODLS) and other ODLS and HR team members to ensure strategic HR programs, projects and services are developed and delivered by providing program management, project management and by coordinating administrative support.

    Job Requirements

    A degree related to Human Resources, Social Sciences, Business Administration, Adult Education or related discipline, plus a certificate in project management as well as a minimum of 3 years' experience in managing projects, programs and events—preferably related to HR, OD, or Learning & Development—in a multi-level, multi-union environment or a combination of education, experience and training.

    This position requires demonstrated experience of:

  • Project management techniques, tools, systems and methods for effectively developing and initiating projects, planning and allocating budgets and resources, monitoring and managing project deliverables, leading project teams, and evaluating and closing projects at completion.
  • Independently organizing and prioritizing multiple projects, programs and operational responsibilities in an environment of high volume, frequent interruptions, variable workload, and shifting priorities and deadlines.
  • Thorough understanding of budget management in order to forecast, monitor and track spending and maintain systems and processes to monitor and report actual versus budgeted revenues & expenditures in multiple HR accounts.
  • Proficiency in Microsoft office tools including Excel, PowerPoint, Word, Outlook, Teams for tracking budgets, designing and developing materials, building project plans, creating user friendly forms and writing reports. Adobe Suite knowledge an asset.
  • Written communication skills including the ability to gather, synthesize and summarize materials into clear reports and to develop communication materials for a wide range of target audiences.
  • This position requires knowledge of:

  • Virtual meeting software, online survey tools, and various online and electronic portals, databases and systems to gather and share information and to use online survey tools to gather information and develop reports.
  • Communication planning and partner engagement to ensure HR projects and programs seek and incorporate input from across the campus community as appropriate.
  • Verbal communications skills including the ability to convey complex information to a variety of audiences, to influence others with regard to project deliverables, timelines and budgets, and to communicate project objectives, goals and vision in a clear and compelling way.
  • Ability to present, public speak, train or facilitate or a demonstrated interest and willingness to grow in these skills would be considered an asset.
