Highlights of the job

We are hiring a Full Time Permanent Manager, Data, Governance & Planning position working out of Edmonton, AB.

The Manager, Data Governance & Planning is accountable for establishing the situational awareness program for EPCOR Water Services Inc.

(EWSI) by defining the policies and practices required to appropriately gather, assess, prioritize and select which situational awareness and Utility of the Future initiatives will be pursued.

This includes collaborating with business users across EWSI and with Corporate Information Technology.

The Manager, Data Governance & Planning will oversee a team of business analysts who will provide support across EWSI to develop use cases/business cases by documenting business requirements and finding efficiencies to justify new investments.


The Manager, Data Governance & Planning will ensure oversight of the data lake/data catalogue for the purpose of promoting data quality and integrity and will collaborate with the City of Edmonton and other stakeholders as needed to safely share data with external users.

The Manager, Data Governance & Planning will collaborate with the Manager, Data Architecture and the Manager, Visualization & Support to ensure that EWSI's data is accessible, usable, safe, and trusted.

What you'd be responsible for


Planning and Execution

  • Participating in the development of Operational Plan for the Situational Awareness team and the identification of objectives and priorities (annual work plan) for the upcoming year, and anticipating and removing challenges and obstacles impacting delivery.
  • Identifying the necessary budget, resources, and staff required to deliver the annual work plan.
  • Executing the annual objectives and priorities and responding to shifts in priorities as required.
  • Ensuring that work is completely safely and efficiently.

Operational Excellence

  • Establishing policies and processes to ensure data integrity and accuracy.
  • Establishing and monitoring the data lake/catalogue, including proper procedures for creating, preparing, using, storing, archiving, and deleting data.

Situational Awareness Governance

  • Collaborating with users across EWSI to evaluate situational awareness ideas by developing use/business cases that include an assessment of the business drivers, costs, benefits and potential savings.
  • Creating recommendations and presentation material for the Situational Awareness Steering Committee to prioritize and approve projects.
  • Serving as the liaison for SWAN membership.

External Relationship Management

  • Establishing principles and policies for Open Data for EWSI
  • Collaborating with the City of Edmonton Open Data/GIS committee
  • Representing EWSI in the Geo Edmonton Alliance
  • Identifying opportunities for EPCOR to share with and/or access data from external parties, in alignment with the EWSI business plans and objectives.
  • Managing all contracts and agreements between EWSI and external parties related to data access/sharing.

Utility of the Future

  • Identifying, prioritizing and action initiatives as they relate to the Utility of the Future objectives, which include Situational Awareness; Asset Management and Optimization; Customer Engagement and Experience; Sustainability and Resource Efficiency; Procurement, Partnerships and Alliances; and Investment Planning and Optimization.
What's required to be successful

  • Completed undergraduate or post graduate degree in Data Science, Computer Science, Engineering, Computer Engineering/System Technology, Management Information Systems, or Business
years of management experience, with a preference for experience in the Utility industry.
years of project experience as business analyst.
years of experience managing and cataloging data and overseeing data for accuracy and integrity.
years of technical experience working collaboratively with other business areas to develop data-driven solutions for identified business problems

  • Ability to develop a project solution from a conceptual business idea through to a detailed recommendation and guide the team to implement the solution following EPCOR standards
  • Ability to work with other areas in EWSI to articulate business/process problems and develop solutions while keeping in mind the interconnections between the various information systems.
