The City of New Westminster has an exciting opportunity for a dynamic professional to lead the Legislative Services team.

Reporting to the Chief Administrative Officer (CAO), you will:


  • Ensure the effective and efficient delivery of the City's political administration with City Council, Committees, staff and the public.
  • Help provide governance procedures at City Council meetings and Council Committee meetings.
  • Manage the administration and logistics of City Council and Council Committee meetings.
  • Conduct research and policy analysis, write Council reports and provide legislative and procedural advice to Council, senior staff, and the public.
  • Maintain a corporate record of Council, Public Hearing, and Committee meeting minutes, policies, City bylaws and contracts.
  • Provide advisory services to the CAO, senior staff, and Council in matters relating to Freedom of Information (FOI), and corporate records management and document control, including the City's Electronic Data Management System (EDMS).
  • Oversee the administration of municipal elections.
  • Establish and maintain effective working relationships with Council, senior management, staff, and the public.
  • Lead and manage the Legislative Services team, including the Deputy Corporate Officer, FOI & Privacy Coordinator, Records Analyst, committee clerks and other supporting roles, within a unionized environment.

If many of the following characteristics and skills describe you, we want to meet you

  • Degree or diploma in Public Administration, Business Administration, Political Science or a related field.
  • A certificate in Local Government Administration is also preferred.
  • Extensive experience in a progressive and diversified medium
- to large-sized local government. An acceptable equivalent combination of education and experience may be considered.

  • Thorough understanding of the statutory requirements, administrative and procedural functions of a local government including, but not limited to, the provisions contained within the _Community Charter_, _Local Government Act_, the _FOIPPA Act_, Robert's Rules of Order, agenda management, minute taking, and the provision of general advice on meeting procedures, as well as the development and adoption of municipal bylaw, policies and procedures.
  • Demonstrated political and organizational acumen, sensitivity and confidentiality.
  • Ability to research, analyze and report on information, findings, and conclusions.
  • Strong critical thinking, problem solving and analytical skills to manage and resolve complex situations.
  • Demonstrated ability to remain calm, composed and objective in high pressure and ambiguous situations.
  • Excellent leadership skills with a demonstrated ability to manage, train, coach, and mentor direct reports and staff work teams.
  • Superior presentation and communication (verbal and written) skills.
  • Highlevel organization, prioritization and time management skills.
  • Strong interpersonal and teamwork skills to build and maintain effective working relationships with all stakeholders.
  • Demonstrated ability to work in the digital environment, including working with eagenda and electronic records management systems.
  • Ability to work outside the standard hours of work.
  • Ability to pass and maintain a satisfactory Police Information Check (PIC).
