Position Overview:

Reporting to the GM, Infrastructure and Planning, the position works directly with the GM and the Directors of the Division to manage critical, contentious, and emerging issues from a strategic communication and issues management perspective.

The position is the primary link to emerging issues and activities within the Division and ensures situational awareness and information sharing to staff within.

This key position collaborates with internal and external stakeholders to assess issues, determine their nature and priority, research and coordinate supporting information, and takes action to develop appropriate responses.


Responsibilities:


  • 1. Issues Management This position researches and conducts environmental scanning of potential issues, provides analysis, and ongoing issues management support to ensure effective delivery of programs and services that fall within the Infrastructure and Planning division.
  • Through appropriate Issues management this position will be tactful, politically aware, and insightful in assisting the GM in identifying, addressing, and ensuring a timely response to ongoing and emerging issues, complaints and customer service deficiencies facing the division.

Communication:

  • This position will be required to prepare briefing notes and recommendations, initiate and coordinate responses, and provide valueadded information and strategic messaging in a timely manner.
  • The Priority Issues Coordinator will liaise with senior members of the Administration as well as with the members of Council as required and will prepare responses, provide guidance and management in responding to enquiries and escalated complaints.
  • Customer Service- A leader in customer service-focused capacity bringing a focus of organizational performance measurement and reporting, with an ability to identify opportunities for improvements to service efficiency and customer service delivery.
  • This position also supports the GM through executive support of calendar management through meeting scheduling and mailbox management through categorization and electronic filing as per department records coordination procedures.
  • Project Management- Special projects are planned and achieved in a timely manner, through appropriate strategic analysis, consultation with partners and political consideration.
  • Leading managing, coordinating and providing support to initiatives and projects that address business needs or integrate various department priorities.
  • Undertake special projects involving extensive knowledge of the division.
  • Develop concrete and achievable project management work plans.
  • Researching and conducting environmental scans.
  • Engaging appropriate key contributors (internal and external).

Leadership and Business Know-How:

  • This position plays a critical role in supporting the General Manager and provides consultative and advisory services to the department managers and Directors for emerging issues and makes recommendations on supporting strategies to resolve them.
  • Leadership and influencing skills required.
  • Requires Strategic thinking in formulating solutions and providing recommendations for managing complaint and issues for the division.

Problem Solving:

  • Works in an ambiguous environment and demonstrates agility, providing strategic advice to divisional leadership on how to prioritize divisional activities and issues.
  • The position understands complex relationships and deal efficiently and effectively to proactively identify emerging issues.

Qualifications:


  • University graduation in a related field and 7 to 8 years of directly related experience is required for this position
  • Knowledge of municipal government operations, approval processes, and governance structure.
  • Experience managing multiple projects, initiatives, and priorities.
  • Experience completing environmental scans for the purposes of presenting recommendations to senior leadership.
  • Extensive experience in assessing, reviewing, and resolving resident complaints and issues.
