As part of the ONxpress consortium, Alstom is proudly working to transform the collective mobility of the Greater Toronto and Hamilton areas (GTHA) through the On-Corridor Works project, and we are hiring for hundreds of roles.


The GO Expansion scope:

new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.


Purpose of the job:


  • The EHS Project Manager has overall responsibility for managing Health & Environment improvement activities to achieve excellence at the site level. They work with site/country EHS and site Managing directors to improve plans to achieve sustainable EHS excellence by ensuring and providing a safe and healthy environment for our people and to our contractors.
  • Protect Alstom assets and reduce risks of business interruption resulting from fire and natural catastrophes.

Key Accountabilities:

Support Site Management in achieving EHS results

  • Developing, strategizing and implementing a longterm plan for the EHS function on site
  • Ensure that Accidents/Incidents are first prevented and, when occurring, reported, recorded, investigated and analyzed. Support local teams to establish REX reports in case of severe or potentially severe accidents. Ensure all potentially severe events are captured and investigated. Responsible for the quality of accidents/incidents analysis and REX reports on the Site & communication of those REX reports.
  • Has full authority and must stop any operational activity resulting in an immediate high risk to People or the Environment.

Lead the EHS network in the Cluster:

  • Support EHS staffing of new projects in their Cluster.
  • Conduct induction programs for new EHS people in the Cluster.
  • Monitor, assist, coach, assess, and develop the EHS communities in the Cluster.
  • Provides technical support and guidance to the site team.

Support tendering process in the Country for EHS-related topics:

  • Provide support to the Site or Regional Centre EHS Manager for EHS questions at the tender phase for all tenders driven from the Cluster in coordination with Region EHS Director & ensure strong EHS plans are established.
  • Support project execution process endtoend for all projects/sites operated in their Cluster and deploy EHS standards.

Compliance:


  • Ensure legal watch is organized at the site level.
  • Monitors compliance to all relevant country statutory, regulatory, contractual and company requirements.
  • Ensure that EHS Management System in line with Alstom EHS processes, local legal requirements and international standards (ISO 14001, OHSAS are implemented and maintained.

Develop EHS culture on site:


  • Connect Transport and Region EHS objectives and programs with the Site system and processes and mobilize Site Management.
  • Develop EHS understanding and competencies of key operational employees. Deploy learning and development programs.
  • Build a communication plan about EHS.
  • Ensure social and medical partners are involved and communicate with them about EHS.

Report, Measure & Review:


  • Be recognized as an Alstom auditor and contributes to the delivery of the Group & Transport audit program (ex AZDP).
  • Visit regularly manufacturing sites, project sites and offices to identify EHS risks and issues.
  • Monitor and analyze EHS performance, ensure standard reporting is delivered & accurate, and deliver EHS Management reports.
  • Responsible for the quality of the EHS reporting process in the Cluster.

Performance measurements:


  • IFR 1 & IFR
  • Fatality / severe accidents
  • SOV number
  • Health and wellbeing (Occupational diseases, ergonomic)
  • Environment (Energy, water, waste, TOPE, VOC)

Educational Requirements:


  • University Engineer or Business Degree
  • Recognized Health and Safety Qualification to Diploma or Degree level
  • Environmental Qualification to Diploma or Degree level

Experience:


  • Significant experience (10 years min) in EHS function in an industrial environment and/or construction environment
  • Experience in leading a network of people reporting on the dotted line
  • Good knowledge of EHS regulations applicable within Canada
  • Knowledge of Railway is a plus
  • Ideally, has also operational experience outside EHS
