As the
Financial Analyst

You Will:


  • Analyze reviews, prepare forecasts and report internally to management personnel to prepare operating and capital budgets for review by the Manager, Finance. Assist the Manager, Finance in monitoring operating expenditures against approved budgets and develop analytical information, including future budget impacts of current budget decisions. Prepare summaries and continuity schedules and other information for budget reports and presentations;
  • Administer, reconcile and verify the accuracy of accounts and correct errors in the general ledger as requested by management personnel. Work with the management personnel to forecast operating expenditures and revenues; identify and resolve possible variances, and report variances and potential resolution of servicewide issues to the Manager, Finance as required;
  • Initiate billing to external parties, including police services participating in the PRIDE program;
  • Review and reconcile information to assist in the preparation of periodic and yearend reporting; work with program areas and Information Technology (IT) to ensure all transaction data and other relevant information is properly reflected, reviewing existing processes for efficiency, effectiveness and accuracy. Resolve errors or omissions and provide recommendation for resolution of servicewide issues to the Manager, Finance as required;
  • Prepare and/or participate in detailed financial analyses to determine impacts of policy proposals of the Police Services Board (PSB), and the Provincial and Federal governments. Prepare cost/benefit analyses and business cases to facilitate the managerial decision making on operating and capital project proposals;
  • Participate in Reserve and Reserve Fund analyses and forecast their viability for senior management and the PSB. Monitor reserve fund balances;
  • Ensure grant expenditures are made appropriately and reported on accurately with appropriate documentation, ensuring all deadline submission dates are met; and
  • Performs other related duties as assigned.

You Have:


  • Knowledge of management control systems, strategic and financial planning, budgeting and accounting principles;
  • Successful completion of a Bachelor's Degree from a recognized university in Business, Economics, Mathematics, Commerce or related discipline;
  • A professional accounting designation (e.g. CPA) is required. Equivalent experience and designation may be considered in lieu of a Bachelor's Degree and designation;
  • Analytical and problemsolving skills to plan and develop objectives, conduct analyses and make recommendations and decisions on various financial issues;
  • Excellent interpersonal, organizational, problem solving and communication skills, both written and oral;
  • A valid Class "G" Ontario Driver's Licence with no more than six demerit points required to travel within and outside the Region to attend WRPS Divisions and police partners, attend meetings, seminars and conferences.

You Are:


  • Able to read and interpret PSB and Committee reports, Federal and Provincial legislation and guidelines, technical proposals, policies, bylaws and legal agreements;
  • Able to write letters and reports to management, the PSB, and external contacts regarding detailed financial analyses, updates and budget information; to review and provide input to, or write financial implications of management reports prepared by program areas;
  • Able to meet the testing and police security requirements and to maintain confidentiality; and
  • Able to participate as an effective team member and to support and project values compatible with the organization.
