Reporting to the Chief Operating Officer and supervising Managers and working closely with the Director of Services, the Director of Programs and Supports is responsible for providing leadership, guidance and oversight of the housing and support opportunities to ensure the proper service delivery for people with developmental disabilities and/or mental health needs to empower them to reach their full potential and lead more fulfilling lives.

The Director of Programs and Supports is a champion of Reena's Mission, Vision, Values, and Strategic Plan and plays a pivotal role in ensuring all standards of care are met according to MCCSS and MOH compliance, children's licensing, accreditation and Reena's policies and procedures


Key Responsibilities:


  • Recruits, hires and onboards new managers in the portfolio.
  • Supervises, directs and guides the managerial team in the portfolio.
  • Promotes Reena's commitment to community inclusion and family involvement
  • Develops a multidisciplinary clinical team including health professionals, social workers, behaviour analysts and other clinical professionals
  • Maintains a collaborative relationship with internal and external stakeholders to ensure highquality services to the supported individuals.
  • Participates in the Planning Committee(s) for Support services
  • Assesses trends to recommend the development and implementation of expansion of services.
  • Plans, develops and implements new programs and initiatives.
  • Implements new models of services and supports in all areas of the portfolio
  • Works with the managers for longterm planning of changing needs
  • Oversees the implementation and maintenance of all program policies and procedures to comply with QAM regulations, Ministry requirements and all applicable legislation
  • Plans and prepares to ensure readiness for compliance audits
  • Organizes compliance visits and delegates duties
  • Communicates with the MCCSS and MOH based on their request for information in any programs under the portfolio.
  • Participates in committees in the sector as required
  • Drives and supports continuous improvement, new initiatives and changes in the organization
  • Leads, develops and participates in providing the information needed for funding and grant opportunities
  • Monitors and oversees budgets for the programs in the portfolio.
  • Supports the COO in developing business cases for the Foundation and the Ministry.
  • Works with Finance on budgets for the approval of Reena Foundation.
  • Oversees new budget development for new funding and gets the COO's approval
  • Oversees the training function of the agency, ensuring the provision of quality, pertinence and legality of training programs
  • Ensures that the Collective Agreement and all employment legislation are followed.
  • Consults with managers and Human Resources regarding performance management issues and disciplines

Skills, Knowledge and Expertise:


Formal Education and Experience:


  • Bachelor's s degree in social work, developmental or behaviour services, social services, psychotherapy, business administration or related field;
  • Master's degree is preferred.
  • Minimum 10 years of experience with 5 years related supervisory or managerial experience within the social service sector.
  • Demonstrated knowledge and understanding of developmental and clinical services.
  • Experience with successful grant and proposal writing.
  • Managerial and teambuilding skills to ensure effective utilization of all assigned human, physical and financial resources.
  • Understanding of service delivery systems in the developmental and healthcare sector.
  • Understanding and proficiency in budgeting and business administration.
  • Excellent organizational and timemanagement skills.
  • Strategic thinking and problemresolution skills.
  • Experience managing a unionized workforce
  • Excellent communication skills, verbal and written
  • Takes personal responsibility for resolving service issues in a timely manner.
  • Produces good results when working with others by displaying tact, cooperation, sensitivity and respect for the opinions and situations of others and their culture.

Reena is a non-profit organization that promotes dignity, individuality, independence, personal growth and community inclusion for people with diverse abilities within a framework of Jewish culture and values.

Reena was established in 1973 by parents of children with developmental disabilities as a practical alternative to institutions.

In 1977, Reena began receiving funding from the Ontario Ministry of Community and Social Services and since that time has grown to provide support for hundreds of individuals with developmental disabilities and their families.


Reena offers a variety of services including:
residential support, respite programs, counselling, therapy and advocacy.
