SAIT's Safety and Community Services department is responsible for the development, support and improvement of safety and security programs at SAIT.

Comprised of Health, Safety and Environment and Campus Security and Emergency Services, SCS team members are focused on supporting the goal of a safe and secure campus environment for everyone in the SAIT community.

The Opportunity


Reporting to the Manager, Health, Safety and Environment, the HSE Training and Competency Specialist will be responsible for creating and administering training and competency programs within the Health, Safety, and Environment Management System (HSEMS).


The Specialist will contribute to the development, implementation, and improvement of a training and competency framework designed to identify critical occupational health and safety training needs.

The framework supports student and employee access to ongoing health and safety training and skill and knowledge development while ensuring that Certificate of Recognition and current legislative and regulatory compliance requirements are met.


The incumbent will work collaboratively with members of the Safety and Community Services (SCS) team, schools and departments (importantly, Employee Services) in the development of training and competency assessment plans to meet the business objectives and operational requirements of campus partners.

The Role

Contributes to the development, implementation and improvement of a training and competency program:
Determines short-term and long priorities for employee and student HSE training and competency.

Collaborates with campus stakeholders to develop an HSE training needs assessment process in order to identify and categorize support for employees and students.

Actively supports the development and implementation of new programs and evaluation of existing programs to ensure they meet the needs of SAIT in the context of relevance, quality, completeness and cost-effectiveness.

Assesses the effectiveness of implemented training and competency assessment programs. Provides regular reports on the performance of programs to key stakeholders.

Plans, develops, implements, and maintains training and learning strategies and initiatives:
Manages the design, development and inventory of HSE training courses and plans. Coordinates the preparation of training materials and resources.

Partners with Employee Services (ES) to ensure that HSE training and learning initiatives are in alignment with, and mutually supportive of ES and institutional training philosophies and systems.

Contributes to the management of SAIT's institutional risk by identifying the training needs of employees and students so that work and learning activities can be conducted in a safe and effective manner.

Acts as a resource for SCS for the development of other community safety-related training (e.g. emergency response, sexual assault and gender-based violence).

Collaborates with campus partners to establish training delivery and competency assessment strategies in the support of academic programming and business operations:

Assesses learning requirements and provides guidance to schools and departments in the design and development of targeted training plans based on specific needs.

Researches and recommends external HSE training opportunities for employees.
Engages with members of the Safety and Community Services team to identify health, safety, and environmental hazards, issues, and risks and recommends appropriate training strategies to mitigate risk

Assists schools and departments in the identification of employees and students performing high-risk tasks and develops processes to complete competency profiles.

Proactively and actively contributes to the productive functioning and betterment of the S&CS and Corporate Services team.
Qualifications & Experience

Degree or diploma in adult education, human resources, health and safety, or a combination of education, training and experience deemed equivalent.

Recognized certification (e.g. CTDP, CHRP, CRSP, ROH, EP, CCPE, CRST) is an asset


Experience and Skills:


Minimum 3 to 5 years of progressive experience in managing the development and delivery of training courses/programs, instructional design, learning plans, learning management systems, competency assessments etc.

Demonstrated ability to successfully prioritize and implement multiple and complex training initiatives simultaneously.
Up-to-date working knowledge of federal and provincial legislation and related governmental and industry health and safety initiatives and programs (e.g. COR).
Sound judgment, interpersonal and facilitation skills.
Demonstrated written and oral communication skills.
Strong organizational and time management skills.
Excellent computer skills essential.
Must be able to work independently and as well as within collaborative groups.
Experience in a post-secondary education an asset.
