Emergency Management and Climate Readiness (EMCR) is the lead coordinating agency in the provincial government for all emergency management activities.

EMCR is responsible to British Columbians for leading the management of provincial level emergencies and disasters and supporting other authorities within their areas of jurisdiction.

EMCR works directly with local governments, Indigenous Nations, provincial ministries and agencies, federal departments, other jurisdictions, industry and volunteers in hazard mitigation, preparedness, response, and recovery.

EMCR's province-wide emergency management program front-line services are provided by regional managers located in key locations throughout the province.


Reporting to the Senior Regional Manager, the Regional Manager is relied upon, as EMCR's local community representative, to lead the development and coordination of emergency management programs and services within a region.

The Regional Manager is the point of contact and relationship manager for a wide network of local partners and stakeholders, including all levels of government, Indigenous Nations, industry, NGOs, volunteers and citizens.

The Regional Manager provides expert advice, guidance and training regarding all aspects of emergency planning, preparedness, response, mitigation and recovery within the region, and provides leadership and coordination services during emergency activations.

The Regional Manager conducts research and analysis and provides recommendations to inform headquarters on regional perspectives for consideration in policy development and decision-making.

The Regional Manager works in close collaboration with other members of the regional management team, supervises employees and manages financial resources.


Job Requirements:


  • Degree, diploma or training in emergency management, business administration, public administration, or a related field AND a minimum of four (4) years of related experience* as described below; OR
  • A minimum of six (6) years of related experience*
    Related experience must include experience in each of the following:
  • Leading, managing or coordinating the delivery of emergency management programs (e.g. identifying and addressing natural hazards, conducting risk assessments and coordinating emergency preparedness, response, mitigation and recovery).
  • Developing relationships and providing expertise and guidance to stakeholders.
  • Leading or providing direction to others (e.g. staff, team members, volunteers, etc.).
  • Compiling information and preparing documents (e.g. reports, presentations, graphical materials, etc.) using standard and specialised technology to meet the information needs of multiple audiences.
  • Education or training in emergency management.
  • Experience making decisions regarding the allocation of financial resources. Experience supervising employees in a union environment.
  • Fly in aircraft (fixed wing and rotary) as required.
  • Work extended hours, including weekends, with limited notice and regularly be on standby rotation in accordance with the preparedness plan.
  • Travel and overnight in remote locations where accommodations may vary as required.
  • Participate in Incident Command System positions as assigned.
  • Have, or be able to immediately obtain, a valid Class 5 BC driver's license (or equivalent) that does not limit or restrict the ability to conduct the duties of the job.
