Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

Our Office of the CEO is seeking an Issues Manager who will assist the two Chiefs of Staff to the President & CEO and the Office of the CEO with oversight on prevention, mitigation, communication, and effective management of internal and public facing issues.

The Issues Manager will work closely with Metrolinx Divisions to proactively identify potential issues and work in collaboration with Divisions and Communications teams to develop proactive prevention and mitigation plans.

This position will also coordinate and work in close collaboration with the Ministry of Transportation (MTO) to ensure the government is kept apprised of potential sensitive issues.


What will I be doing?

  • Work with Metrolinx business units to identify, prevent, mitigate, and manage issues that could affect Metrolinx's ability to provide services, build projects, or its overall reputation with customers and the general public
  • Develop/ enhance/ modify issues management framework together with VP Communication and Chiefs of Staff; participate in the development and implementation of issues management framework for high impact issues
  • Analyze various programs and policies, conduct environmental scans and deliver briefs on trends and updates on issues to senior leaders, assess implications for the organization, and develop plans and strategies to effectively communicate issues to stakeholders, government, the public, employees and the media
  • Coordinate and work in close collaboration with the Ministry of Transportation (MTO) to ensure there is awareness of potentially sensitive issues.
  • Work closely with the Communications team on the preparation and review of key messages and media analysis, post events, critical incident reports and lessons learned in advance of board meetings and to mitigate future potential issues
  • Identify, develop and nurture business relationships with internal divisions to identify emerging issues, develop a plan of action, facilitate the exchange of issues updates, feedback and practices for continuous improvement and advises divisions on issues and information management for themes and messaging to align responses
  • Identify and facilitate opportunities to participate in various editorial opportunities (e.g. editorial boards, online town halls, radio/TV talk shows, community cable programs, and organization events) to positively promote corporate vision/goals

What Skills and Qualifications Do I Need?

  • Completion of a degree in Communications, Journalism, Political Science, Public Administration, or a related field or a combination of education, training and experience deemed equivalent
  • Minimum six (6) years' progressive experience providing strategic communications and/or issues advice to senior executives in the public or private sector, demonstrated experience in crisis and emergency response planning, response and management
  • Media relations and strategic issues management planning techniques, methods and practices to plan and implement media relations and issues management strategies to address and support Metrolinx's corporate communications objectives
  • Project management experience to lead, manage, and monitor simultaneous projects to tight deadlines, and monitor project performance results
  • Interpersonal, analytical and problem solving skills, political acuity, initiative, tact and diplomacy skills to manage the identification and response to contentious and time sensitive issues/problems pertaining to media relations, issues management, public announcements and crisis communications activities
  • Ability to build constructive and effective relationships, and work collaboratively with colleagues and stakeholders to build consensus or influence decisions
  • Ability to work in high intensity, demanding situations and to work in a cross functional environment and understand a variety of issues, government communications process and privacy laws and provision in sharing personal/confidential/sensitive information
  • Interpersonal and oral/written/presentation communication skills to develop and implement communication plans and materials and respond to communications and media relations issues
