Major Responsibilities:


  • Works with stakeholders to launch a program to enhance analytics by improving the capability of the Division in the area of analytics, dashboards and reporting.
  • Develops strategies to ensure information is available and accessible for stakeholders including Council, the public, and staff.
  • Designs, tests, and builds complex models to solve complex divisional analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques.
  • Develops, implements, and evaluates work plans for divisional data projects and tasks.
  • Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources such as GPSprobe data, sensorbased data, and other large datasets.
  • Attends and presents at conferences and technical working groups, spatial analytics, data analysis, and/or machine learning.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Leads tasks and projects related to the modelling, analysis, and interpretation of divisional and other spatial datasets.
  • Investigates and implements cutting edge machine learning techniques.
  • Works with various research methods.
  • Conducts peer and literature reviews on novel modelling and analysis techniques in spatial data science.
  • Establishes and applies best practices in documenting processes, models, analyses, and code.
  • Keeps abreast of the latest research in the relevant fields, spatial data analytics and machine learning.
  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council.
  • Fosters and maintains effective working relationships and networks with divisional staff, other government agencies, and other data science professionals.
  • Ensures compliance with safety and security matters under Occupational Health & Safety legislation and Divisional safety and security policies
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

Key Qualifications:


  • University degree in Government or Technology or a datarelated field or equivalent combination of education and relevant work experience required.
  • Considerable experience of project and portfolio data with data analysis that includes collecting, integrating, analyzing, interpreting, and ensuring the appropriate archiving of project and portfolio data from various sources to gain insights and report on Key Performance Indicators.
  • Considerable experience assessing and ensuring data quality, troubleshooting and resolving data quality issues to enable the identification of patterns, trends and insights to help boost and report on project and portfolio performance.
  • Considerable experience with databases and data warehousing including organizing, compiling, manipulating, analyzing and summarizing large datasets.
  • Project management professional designation such as CAPM (Certified Associate in Project Management) or Project Management Professional (PMP) would be an asset.
  • Demonstrated knowledge with various project management tools (e.g. Microsoft Project) and methodologies for planning and implementing work packages would be an asset.
  • Knowledge of performance reports including program and project progress, benefits plan and realization, risks, issues, resource utilization and constraints and analysis of trends and impacts on portfolio delivery plans.
  • Demonstrated ability to establish and maintain effective working relationships with all key stakeholders, both internal and external to the organization.
  • Strong customer service orientation.
