Primary Focus

Reporting to the Manager, Pharmaceutical Policy and HTA, the Lead, Life Cycle Management will work closely with organizational leadership and jurisdictional representatives to proactively identify gaps in the formulary management of drugs across their life cycle, focusing on those at or beyond exclusivity.

This is achieved by providing insights and technical oversight of developing new types of review products and services that promote improved decision-making, optimal use, maximized health outcomes, and health system sustainability for drugs later in their life cycle.


On any given day, the Lead, Life Cycle Management will:

  • lead in the development of products and services that address gaps in formulary management, with a core focus on later stages in the drug life cycle
- provide oversight on strategical program initiatives and critically develop formulary management strategies to unleash the value of pharmaceuticals across their lifespan
- provide insights to the CADTH therapeutics leadership team that require focus by payers to ensure that goals set within the strategic plan can be achieved
- identify and address implementation considerations associated with Health Technology Assessment (HTA) recommendations and advice
- collaborate internally within the business unit and across the organization
- when appropriate, lead in the development and execution of reimbursement reviews when new evidence supports a change in the place of therapy of a drug or drug class to maximize health outcomes and system sustainability (i.e., revisiting previous reimbursement recommendations)
- build and maintain a network of key stakeholders (e.g., clinical experts, advocates, and disease specialty groups) to identify trends that will impact jurisdictional formularies and reimbursement
- lead the collection, synthesis, and analysis of drug utilization data (i.e., claims data) and collaborate within the organization to identify trends and opportunities to optimize the use of drug benefits
- lead life cycle management projects with program development officers and formulary management officers by ensuring continuous communication with team members to ensure clarity of roles, responsibilities, and expectations
- provide technical oversight to the team on formulary management topics.

Is this the right role for you?


The Lead, Life Cycle Management will likely have:

  • graduate degree in a health-related discipline plus a minimum of 4 to 5 years relevant experience
- strong and demonstrated leadership skills
- an understanding of the health care system in Canada and knowledge of decision-making processes federally, provincially, and territorially, with additional knowledge of jurisdictional drug formularies
- minimum 2 years of experience in drug reimbursement in Canada
- excellent communication skills (verbal, written and presentation) and the ability to work collaboratively with multidisciplinary teams, advisory committees, and external stakeholders
- demonstrated ability to build collaborative and productive relationships with a variety of stakeholders
- conceptual thinking and an ability to promote systems thinking to identify trends and process improvements.
