Job Summary


Provide end-to-end delivery and support of business systems and solutions to meet Toronto Water's Customer and Technology Support section's objectives.

Provide expertise and advice in area of initiation, analysis, design, development, configuration, implementation, administration and sustainment of business systems and solutions.

Also contribute to the project coordination and development of related divisional/enterprise system architecture, methodologies, standards, policies, procedures, and guidelines.


Major Responsibilities:

Reporting to a Senior Systems Integrator, Toronto Water, the incumbent provides expertise of a technical and business nature related to Applications and Systems in addressing opportunities/challenges:

  • Establishes and maintains business relationships with clients to discuss/assess clients needs, conduct business analysis to capture, determine and document clients' business requirements.
  • Prepares project charter, statements of work and project plans, participates as a team member in the execution of the project plans.
  • Identifies risks and prepares action plans to mitigate.
  • Conducts or leads team in delivery of projects or work packages
  • Liaises and coordinates with internal & external groups on accomplishment of deliverables.
  • Prepares and presents status report and variance explanation for projects or work packages.
  • Prepares findings & "Lessons Learned" from postimplementation project reviews.
  • Assesses, evaluates, and recommends process & policy alternatives for projects & work packages.
  • Determines business requirements and builds consensus amongst clients.
  • Prepares Business Plans, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information & technology, provide technical expertise in Business Intelligence, Web Development, Design Patterns, Application Security, Web Services, GIS, System Integration, and Relational Database as part of the solution.
  • Recommends improvements to current methodology, process, standards, and policies.
  • Assists staff in understanding of business processes and logic.
  • Liaises with staff in development of test strategy, test cases & test scripts for system, performance, usability, and acceptance testing of system solutions developed.
  • Conducts walkthrough of deliverables to identify potential problems.
  • Prepares training material and documentation for use by clients and staff.

Key Qualifications:


  • Postsecondary education in Computer Science or a related discipline with extensive development/sustainment experience in largescale IT solutions, or equivalent combination of education and/or related experience.
  • Experience in Contract Management and Administration or Workflow Management System.

You must also have:


  • Possession of valid Ontario Class "G" Driver's License and access to a properly insured motor vehicle to travel within GTA for business purposes.
  • Strong proficiency in a variety of computer software packages including Microsoft Office Word, Excel, PowerPoint, Outlook, and other software such as; e.g. process design software (Visio), project management software (MS Project), and software version control (GitHub).
  • Ability to facilitate sessions that identify business and technical requirements as well as modelling of business processes using structured systems analysis and design techniques, systems development methodologies, and templates.
  • Ability to prepare and present technical materials including specifications, user requirements, project plans, and working effectively with all levels of internal and external stakeholders.
  • Excellent interpersonal, listening, oral, and written communication skills; and ability to communicate ideas in both technical and userfriendly language.
  • Ability to work under time constraints and meet deadlines.
  • Ability to work effectively within a dynamic team and collaborative environment and provide coverage for supervisor in an acting capacity during supervisor's absence.
  • Ability to prioritize and work on several projects/tasks concurrently.
  • Ability to work independently or cooperatively within a team.
  • Knowledge of applicable data privacy practices and laws.
  • Knowledge of Work Management Systems, Asset Management Systems, Document Management System, Geospatial Systems.
  • Knowledge of industry standards, protocols, system architectures, and operating systems as related to the position.
