Simple Website Landing Page for Defense Startup

Job summary
We are looking for someone to help create a website for a defense startup.The landing page should play a video (which will be provided), and at certain points during the video (1s, 4s, 10s) white text should be overlaid onto the video.
The video could also be split up into shorter segments if that is easier, and the text can be displayed between the segments - as long as it seamless.
Our goal is to have something that is easily editable by the customer after the initial website is completed.
