Your Opportunity

  • The purpose of the Dean, Strategic Enrolment Management and Registrar (DSEMR) position is twofold:
  • (1) to be the college lead for the development and implementation of strategic enrolment management (SEM) plans; and
  • (2) to ensure that the College complies with the requirements of the College and Institute Act of BC with regard to the role of Registrar.
  • The DSEMR oversees the student recruitment functions that are led by the Associate Director Recruitment & Enrolment Management.
  • The DSEMR oversees the integration and implementation of all registrar functions that are led by the Associate Registrar Enrolment Services and Associate Registrar Systems.
  • The DSEMR is a member of the Vice President, Enrolment and College Relations team and participates in scheduled meetings and committee activities to further the goals of the division and the institution. The DSEMR is responsible for developing and maintaining effective working relationships with internal and external groups, including Okanagan College instructional portfolios and administrative departments, Deans and Directors at other institutions, provincial committees, external agencies, and professional associations.
    Functions and Duties

Strategic Enrolment Management

  • Provides comprehensive advice, recommendations, and perspectives to Deans and other stakeholders involved in SEM to ensure a seamless and integrated service experience that is efficient, effective and student centred.
  • Provides institutional leadership to create the college's Strategic Enrolment Management Plan (SEM Plan). The SEM Plan will inform and be informed by the Integrated Resource Planning process and will demonstrate alignment with the College's mission, goals and ethical practices.
  • Champions and supports an integrated approach to SEM to maximize the effectiveness of recruitment, applicant support, retention, general student experience, and successful completion of programs and courses.
  • In consultation with Deans, Director Continuing Studies and Corporate Training, and the Director, International Education, sets annual enrolment targets that reflect institutional priorities.
  • Provides guidance to the Associate Director Recruitment & Enrolment Management with a goal to achieve program and course enrolment targets as set by College leadership.
  • Analyzes learner data and metrics related to recruitment, enrolment, graduation, etc., to monitor and inform the college's strategic enrolment management strategies, and to enhance the college's success and competitiveness.
  • Works collaboratively with College Relations and other portfolios to support effective student recruitment and marketing plans. Contributes to establishing best practices for documentation and reporting of learning outcomes on a transcript.

Registrar Functions

  • As the authorized custodian of the College's student records, is responsible for the overall functioning and performance of the Office of the Registrar.
  • Provides leadership in the overall administration of all enrolment services functions including recruitment, admissions, student information systems, records and registration, timetabling and scheduling, and graduation.
  • Ensures the accuracy, integrity and security of registration records, student academic records, policies, procedures, and systems in the Office of the Registrar and throughout the institution and maintains records in perpetuity.
  • Develops and implements effective and secure processes for exchange of transcripts between institutions and for approval and documentation of transfer credits.
  • Maintains knowledge of current and future trends in postsecondary registration and records which may affect registration and records services and initiatives at Okanagan College.
  • Ensures the accurate assessment and collection of tuition fees for all certificate, diploma, and degree students. Oversees the collection and safeguarding of tuition revenue.
  • Liaises with the Okanagan College Finance Department, in matters pertaining to tuition fees and adjudicates any changes to fee procedures as per College policy.
  • Verifies academic eligibility for graduation.
  • Identifies students for academic probation and possible suspension.
  • Verifies student enrolment status (e.g. residency, specific constituent groups, etc.).
  • Acts as Secretary to Education Council.
  • Conducts and manages elections, in accordance with the Colleges and Institutes Act, for the elected positions of faculty, staff and students for the Board of Governors and Education Council.

Course and Calendar Management

  • Is responsible, in collaboration with the Deans, for designing an academic time
