Program Overview:


The eHealth Centre of Excellence (eCE) develops, implements, and advances digital health tools and services - such as eReferral, eConsult, Virtual Care, Online Appointment Booking, Patient Forms, Tools for Electronic Medical Records, and Automated Solutions - to better serve clinicians and patients across the province.

We advocate for the continued and improved use of technology to enhance the connection and secure information-sharing between all clinicians in the patient's circle of care, as well as communication between clinicians and their patients.

We also support clinicians with tools that provide decision support at the point of care and improve data quality, leading to enhanced outcomes for patients.


Our organization works with system partners, regional and provincial agencies, Ontario Health Teams, clinicians, and patients to support priorities that ensure equitable, seamless care for all residents in Ontario, and co-leads two provincial programs: the Ontario eServices Program and Evidence2Practice Ontario.

Position Description:


Reporting to the VP of People & Corporate Services, the Program Manager will oversee program delivery, including managing program implementation, vendor management, external stakeholder engagement, program budgeting, and reporting for the E2P program.

This individual will work with and lead the E2P program team, fostering leadership and growth.

The Program Manager will work with the project management team, clinical and technical stakeholders to initiate, plan, and execute all aspects of the E2P program to ensure deliverables are met on time, within budget and scope.

This position is for a creative leader with a passion for advancing patient care and digital health, who is skilled at motivating and engaging with others.


Key Roles and Responsibilities:


  • Collaboratively develop and implement an integrated plan for the E2P program
  • Responsible for program delivery in accordance with defined scope, schedule, and budget
  • Provide oversight and direction to E2P program team
  • Manage program budgets, risks and issues, and reporting in accordance with best practice
  • Regularly report program updates to eCE Executive team and funders
  • Work with eCE Leadership team to negotiate resources and execute activities and strategies in alignment with eCE vision, mission and values
  • Liaise with provincial organizations (e.g. Ministry of Health, Ontario Health) to ensure the program is in alignment with provincial and local priorities
  • Anticipate, understand, and respond to the needs of internal and external stakeholders to meet or exceed their expectations within organizational parameters
  • Develop and maintain external relationships that are professional, collaborative and in alignment with eCE values and guiding principles
  • In collaboration with the Manager of Product Development & Innovation, responsible for the planning, development and execution of the product & services including creating and maintaining product roadmaps, supporting product requirements and ensuring that products meet end user needs. Will work with crossfunctional teams to ensure that products are designed, built and delivered to end users in a timely and efficient manner.
  • In collaboration with the Manager of Change Management, responsible for developing and leading the E2P primary care change management approach in alignment with the eCE's Change Management Strategy ensuring the approach is scalable across the province and meets the needs of clinicians.
  • Develop efficient and suitable strategies to achieve deliverables
  • Maintain oversight of agreements between the program and participating partners
  • Manage vendor relations including but not limited to contract management, funding and accountabilities of the vendors on behalf of program stakeholders
  • Collaborate and build consensus with external stakeholders to support the development of the program strategy and priorities
  • Work with provincial and regional leaders to provide recommendations and consultation on policy and issues affecting access to clinical best practice
  • Prepare and maintain program documentation in preparation for audits
  • Perform other duties as required

Experience, Skills and Qualifications:
