About the Organization

Connecting Windsor-Essex is a non-profit organization comprised of a Board of Directors, a Board Executive, and a consortium of over 40 member companies, associations, councils, and other organizations in Windsor-Essex.


CWE is funded by stakeholder groups including The City of Windsor; The County of Essex; Essex County Library; the University of Windsor; St.

Clair College of Applied Arts and Technology; The Greater County of Essex District School Board; Windsor-Essex Catholic District School Board; the Conseil scolaire catholique Providence; and Victorian Order of Nurses for Canada - Erie St.

What began as an information technology project, focused primarily on building an extensive high-speed fibre optic network that would bring world-class connectivity to several of the region's leading institutions, has expanded to provide services for the region's businesses and, especially in under-serviced rural areas, residents who wanted access to high-speed Internet.


Position Summary

The Chief Executive Officer (CEO) serves as the administrative lead of Connecting Windsor-Essex (CWE) and, under the direction of the Board of Directors, is responsible for the success of CWE.

Together, the Board and the CEO assure the accomplishment of CWE's vision and mission, the accountability of CWE to its diverse membership and CWE's relevance to the broader Windsor-Essex community.

The Board delegates responsibility for management of the organization and its day-to-day operations to the CEO, who has the authority to carry out these responsibilities in accordance with the direction and policies established by the Board.


Position Responsibilities

1. Mission, Policy, and Planning
a. Assists the Board in determining and achieving CWE's vision, mission, values, and both short and long term goals.
b. Keeps the Board fully informed on all aspects of the management and operation of the organization.
c.

Identifies opportunities and issues and addresses them where feasible, bringing those which are appropriate to the Board and/or its committees for consideration.

d. Informs the Board and its committees about trends, issues, and activities in order to facilitate sound policy development.


2. Governance
a.

Assists the Board with articulating its own role and accountabilities and that of its committees and individual members and helps evaluate performance regularly.

b.

Works with the Board Chair to enable the Board to fulfill its governance functions and facilitates the optimum performance of the Board, its committees and individual Board members.

c.

In conjunction with the Board Chair, focuses Board attention on long-range strategic issues and manages the Board's due diligence process to assure timely attention to core issues.


3. Management and Administration
a.

Provides general oversight of all CWE activities and management of the day-to-day operations, including planning and implementing appropriate programs and services, in order to ensure a smoothly functioning, efficient organization.

b. Handles detailed, complex concepts and problems, balances multiple tasks simultaneously and makes rapid, informed decisions when required.
c. Ensures program quality and organizational stability through development and implementation of standards, controls, systems, procedures, and regular evaluation.
d.

Recommends staffing to the Board of Directors and, in accordance with Board direction, recruits' personnel, negotiates professional contracts, and sees that appropriate salary structures are developed and maintained.

e. Assures a work environment that retains and supports quality staff, including appropriate processes for developing, motivating, and evaluating staff.
f. Undertakes the filing of all legal and regulatory documents and ensures compliance with relevant laws and regulations.
g.

Maintains a flexible work schedule to meet the demands of this executive management position which will require long and irregular hours from time to time.

h. Demonstrates commitment to continued professional growth and development.


4. Financial Matters
a.

Promotes programs and services that are produced in a cost-effective manner, employing economy while maintaining an acceptable level of quality.

b. Oversees the finances of CWE including budgeting, reporting, and audit functions.
c. Works with the Board to ensure financing to support both short and long term goals.
d. Participates actively in identifying, cultivating, and soliciting sponsors and donations.
