Your Opportunity
Our team is seeking Program Support Lead for the Iona Island Wastewater Treatment Plant Projects.

The Program Support Lead is responsible for leading the suite of program support functions including, program controls, commercial and contract management, and human resources.

This may also be expanded in future to include responsibility for Quality, and Safety & Security.

Our Burnaby, British Columbia office operates the largest water and wastewater consultancy in British Columbia and serves as a primary design center for major water projects, including potable water treatment, storage reservoirs, pump stations, wastewater treatment plants, and lift stations.


Your Key Responsibilities:

Operating as part of the integrated, co-located Iona Program Management Team (IPMT) you will be responsible for:

  • Oversee the program controls, commercial and contract management, and human resources functions assuring current and anticipated needs are met and leading corrective actions as necessary
  • Participate in (IPMT)Leadership Meetings
  • Oversee the development and maintenance of a Master Program Schedule and Master Program Baseline Budget
  • Oversee cost management, cost estimating, and funding administration
  • Oversee change management processes
  • Oversee program reporting, systems, and tools (including PMIS) implementation, and document management
  • Oversee development, updating, and implementation of a Program Management Plan (PgMP)
  • Participate in program
- and project-level risk management

  • Oversee procurements and contracts administration across the program
  • Oversee preparation of Annual Work Plans for the IPMT
  • Oversee human resource management, including resource mobilization and demobilization, performance management, succession planning and knowledge transfer
  • Oversee updating and implementation of the Program Management Plan,
  • Support the Office of the Director with anticipating and responding to program delivery issues.

Qualifications

Your Capabilities and Credentials

  • Experience of managing diverse teams (essential) and successfully delivering large water infrastructure projects with more than $2M in engineering fees (preferred).
  • Strong understanding of the Water consulting business. Understanding of the Water consulting business and clients within Metro Vancouver and the British Columbia Lower Mainland as a whole is an asset.
  • Strong understanding of Program Control Functions, and their relationship to successful program delivery
  • Proven project management and technical skills applicable to the delivery of large projects/programs.
  • Attention to detail and can manage projects, working under pressure to meet program deadlines.
  • Ability to create and maintain relationships across diverse teams.
  • Demonstrated ability to work in a collaborative environment
  • Proven ability to effectively lead, challenge, and inspire large teams to work together cohesively.
  • Demonstrated ability to champion both technical and customer service excellence with conviction and purpose.
  • Strong written, verbal, analytical and interpersonal skills.
  • Possess the highest degree of integrity.

Education and Experience:


  • Degree in Engineering or related field.
  • Project Management Professional (PMP) or Program Management Professional (PgMP) certified by PMI (preferred)
  • Minimum 15 years of program/project management experience in infrastructure projects for government or large private agencies/authorities
