Transportation Coordinator - Right of Way (Continuous)

Engineering & Public Works Department

POSITION FUNCTION
Coordinate and administer programs and projects related to Transportation Engineering with traffic impacts in the City right-of-way. Implement policies and procedures and supervise requirements.


KEY DUTIES


Conduct detailed technical review and provide design concepts for specialised traffic management plans and accept on behalf of the City for use on City streets.

Provide advice and escalate issues related to traffic impacts and safety.

Review and accept street occupancy permits and transportation requirements through liaison with internal and external stakeholders. Provide recommendations on resource allocations and project schedules to minimise impacts on the overall transportation system.

Co-ordinate, assign, review and participate in the work of approximately 3 FTE as part of an annual program. Make recommendations on employee selection, discipline, and development; provide training and input to performance appraisals.


Respond to enquiries from developers, contractors, outside agencies, the general public and other departments regarding Engineering Department technical requirements, or any construction activity.

Outline requirements for major development and infrastructure projects including signage, public notices, requirements for Traffic Control and other measures. Make recommendations for long-term planning of construction and developments.

Provide specialized advice for the design of event traffic management plans for Special Events, such as parades, filming, races, or street festivals.

Set conditions for events and provide traffic management plans or concepts. Conducts field reviews and provides supervision during events to ensure successful operation and management of issues


Develop new standards and guidelines that expand on provincial or professional associations guidelines and adapt them for use in the complex City environment.

Develop information to inform of key bylaws related to transportation traffic management. Provide advice and assist in training related to safety of traffic control setup and devices. Represent the department on regional and provincial committees recommending updates to standards and manuals. Responsible for training and directing staff on safe operating procedures and city practices for construction traffic management


Lead monthly coordination meetings with internal and external partners to discuss future and ongoing work and provide guidance on ways to reduce traffic impacts.

Attend meetings for large/complex projects to discuss coordination opportunities and provide guidance on ideal project schedule openings. Represent the department for advice and approvals for the timing and degree of impact for construction and Special Events. Coordinate with BC Transit to minimise construction impacts on transit services.


Assist in responding to unplanned events that affect traffic including vehicle collisions, water-main failures, windstorms, or gas leaks, by offering advice regarding minimising traffic impacts and managing the incident.

Assist with Emergency Operations Centre and Department Operation Centre activations in the role of Traffic Management. Liaise with VicPD on emergency planning and special events. Responsible for developing policies and procedures for emergencies that impact traffic and evaluate/modify based on event occurrences

Perform related duties where required.


INDEPENDENCE
New initiatives, major projects, overall work priorities, objectives and schedules are discussed with supervisor and team manager with recommendations.
