The Tender Operations Manager is based on the Train Manufacturing site (or STO) and shall:

  • Clarify and formalize industrial assumptions (including PIO, Make or Buy, site construction, ToT, staffing plans)
  • Lead the train industrial delivery Work Package and manage QCD (including industrial costing: NRC, RC, CAPEX)
  • Animate & support industrial costing (NRC, RC, CAPEX) for subsystems (CBC, EFD, LOB)
  • Prepare and review all QCD
Participate to cost reduction activities


The scope of this mandate is going to cover a large panel of products at the tender stage and the key responsibility of that position will be to compile, challenge, strenghten the industrial and operational costing in order to sucess and have the most competitive offers.


Key accountabilities:


  • Ensure costing assumption of industrial delivery WP are clearly formalized and considered (PIO, Make or Buy, CAPEX, Transfer of Technology, Site construction & installation, industrial staffing plan)
  • Lead Construction & Installation Management Plan SteerCo and CAPEX approval process for Assembly line set up
  • Consolidate Assembly line Staffing plan for production based on information from SSMs
  • Ensure consistency for recruitment plan for production with SSM
  • Lead Transfer of Technology (ToT) SteerCo and ensure skillset development plan per ToT commitment (when applicable)
  • Challenge SSMs for ensuring Design for Operation based on local requirements
  • Achieve targets given by Tender team
  • Lead QCD review for Train industrial delivery and ensure readiness of industrial part for subsystems QCD reviews
  • Ensure clear communication with Region, métiers (Industrial, engineering, sourcing) & platform
  • Ensure alignment on platform strategy and métier strategy (incl. PIO, Make or Buy)

Main activities:

Clarify and formalize industrial assumptions (including PIO, Make or Buy, CAPEX, Transfer of Technology, Site construction & installation, industrial staffing plan).

Animate industrial costing (NRC, RC, Capex) for train industrial delivery Work Package, support industrial costing of all sub-systems

  • Coordinate costing of Transfer of Technologies in between Alstom's sites and suppliers
  • Coordinate costing for site construction in case of green field or brown field
  • Animate costing contributors (PME, Manufacturing, T&C, Supply Chain site, Supply Chain transport, Industrial Quality, Construction)

Prepare and review all QCD

  • Propose & validate a clear & coherent costing package including key assumptions, cost commitments, risk & committed savings, CAPEX (not included in tender costing)

Participate to cost reduction operations

  • Propose clear business cases and share with Platform & Central/Region/Site Industrial Management
  • Support design to cost working groups with subsystems

  • Promotion of industrial standardization (carryover, methods)

Educational Requirements:

Engineering or master's degree level education, preferably in manufacturing, mechanical, electrical or supply chain disciplines.


Experience:


  • At least 7 to 10 years of experience in industrial operations including 3 years at tender or project management level.
  • Extensive industrial, supply chain, costing and Alstom product knowledge and project/company background.

Competencies & Skills:


  • Balanced skills between management, industrial management and project management
  • Strong leadership and ability to federate teams on technical orientations to reach QCD targets
  • Deep knowledge of costing models & methods
  • Ability for analysis, problemsolving and efficient decisionmaking in complex environment
  • Ability to work across sites in a multicultural environment
  • English fluent
