Position Summary:


Reporting to the Manager, Toronto Pearson Safety Program, this position is responsible to assist with the implementation and continuous improvement of the program.

They will provide guidance and expertise to help drive a cultural change that supports our vision of zero injuries, internally and to the broader Toronto Pearson Employee Community (TPEC).


Key Accountabilities:


  • Conducting investigations into safety incidents/reports by managing a team to carry out a thorough, in depth investigation
  • Working with internal and external partners to create and implement corrective action plans to mitigate findings from the investigations
  • Ensuring appropriate risk analysis is carried out on hazards and concerns and applying
  • Identify factors and resolve root causes using various tools (5 why's, ishikawa, barrier analysis etc.)
  • Ensure and monitor all legislation, practices and processes are in compliance with Health and Safety, Human Resources and regulatory legislation, policies and protocols
  • Conducting safety reviews and Threat/Hazard Identification and Risk Assessments (T/HIRA) to review safety implications prior to any new or proposed change. Provide guidance and leadership to partners in determining when a T/HIRA is to take place
  • Developing audit checklists to ensure Quality Control of TPSP processes and management system conformance, compliance and effectiveness
  • Maintaining knowledge of current and proposed regulations as they relate to the management systems and programs to ensure compliance to regulation
  • Conducting internal Quality Control inspections and audits with documented processes, procedures and applicable regulations
  • Develop and deliver training programs to support the program, processes and procedures, and analysis, investigation and audit techniques to provide management systems and functional leaders to perform comprehensive investigations
  • Maintaining training records and tracking to ensure all initial and recurrent training is delivered
  • Assisting, shadowing and coaching the management system SPOC's through the concern review process, providing guidance and expertise
  • Assisting with the development of an awareness program. Monitor data and assist in identifying trends to ensure program stays fluid and is continuously targeting areas of identified concerns
  • Promoting the awareness of the program ensuring internal employees and partner employees understand and support our vision.
  • Monitoring the completion and effectiveness of corrective actions and consistency in the use of management systems processes
  • Assisting with independent Transport Canada audits
  • Assisting in developing a defined and documented proactive hazard identification and risk management process, applicable organizationwide
  • Assisting with the development of the Toronto Pearson Safety Program's budget, safety objectives, goals, key performance indicators and the metrics for their achievement

Qualifications:


  • Postsecondary diploma/degree or teaching certificate
  • Minimum 3 years' experience in the transportation industry preferably in an operational and/or safety role
  • Minimum of 3 years' safety investigation and inspection experience
  • Minimum of 2 years training/communications experience
  • Experience working in a regulatory environment including applicable federal aviation safety regulation
  • ISO Quality/Management Systems Auditor training preferred
  • Aviation Operations at an airport, air carrier or similar preferred
  • Able to obtain a D/A AVOP within a reasonable timeframe of acquiring the position
  • Valid provincial G class license
  • Able to obtain and retain Transportation Security Clearance

Knowledge, Skills and Abilities:


  • Knowledge of Aeronautics Act and CARS, TP312, ISO 14001, ISO 18001, Occupational Health and Safety Regulations
  • Knowledge of all aspects of Safety Management legislation, policies and procedures
  • Knowledge of Root Cause Analysis and Risk Analysis techniques and principles
  • Ability to carry out detailed investigations and develop and deliver effective training
  • Able to develop solutions including procedures, processes and practic
