Regeneration Community Services (RCS) is a non-profit community mental health and addictions supportive housing provider.

RCS was founded more than 40 years ago, to provide quality affordable supportive housing and support services to persons with mental health and addictions issues in Toronto.

RCS is proud to support over 400 individuals on their recovery journey, with a housing stock of over 350 units across the city.


Position Statement

Program Managers are members of the Senior Management Team and are responsible for the administration, coordination and delivery of service provision for the program consistent with the mission, values, policies and procedures of Regeneration Community Services (RCS), as well as government legislation/regulations.

Program Managers establish and maintain effective client-member, staff, student, volunteer, advisory and community relations to meet the varied needs of the program, including staff recruitment and supervision, budget administration, property management, community networking and managing client-member and intake statistics.

Program Managers undertake these responsibilities working in partnership with RCS staff and client-members.


Specific Responsibilities

  • Ensure systems are in place to respond to client-member input/feedback regarding service delivery and to promote client-member participation and a working partnership in the operation of all programs.
  • Ensure the implementation and management of RCS policies and procedures and program mandate into operational design and service delivery, and to inform the Executive Director of any changes or action required.
  • Ensure program and client-member service compliance with relevant legislation and funder/Ministry expectations and guidelines.
  • Ensure that the day-to-day programs are maintained and monitored, consulting regularly with the Program and/or Executive Director. Involve other relevant staff and client-members at RCS, as needed, to resolve program problems and support appropriate implementation of established practices.
  • Monitor and evaluate program service delivery model and operational procedures, as well as program expansion/redirection, on an ongoing basis.
  • Respond to related issues within the program in a timely manner using sound judgement.
  • Assist and support staff in crisis intervention and follow-up.
  • Schedule and participate in a rotational on-call for after-hours program emergency response.
  • Other duties, as assigned by your supervisor.

Agency Responsibilities

  • To have knowledge of and adhere to the agency standards outlined in RCS' Employment Policies & Procedures Manual, in addition to, any other established protocols and processes within your individual program. To reflect the agency's core values of recovery, respect, empowerment and collaboration in your work.
  • Adhere to provincial and RCS privacy and confidentiality guidelines.
  • To ensure that relevant and accurate information is maintained and disseminated as required such as employee expense sheets, time sheets and time off requests.
  • To accurately adhere to the agency data reporting requirements.
  • To participate on agency committees on a voluntary basis.
  • To participate in agency special events.
  • Attend mandatory team meetings.
  • When shift schedule permits, attend general staff meetings.
  • Engage in own supervision in accordance with established procedures. This includes participating in regular appraisals of job performance and completing a yearly goal plan.
  • To engage in ongoing professional development.
  • On a voluntary basis participate in the supervision of student placements, if applicable.

Human Resources:


  • Provide leadership to develop, maintain and enhance individual staff and program team relations and positive communications between RCS and other agencies/organizations in the community.
  • Recommend the selection, promotion, staff compensation changes and dismissal of staff to the Executive Director.
  • Responsible for the orientation, ongoing training, supervision, performance, development plans, evaluation and discipline of staff, students, and volunteers according to established policies and procedures.
  • Have full working knowledge of the Collective Agreement with CUPE and manage the program within the requirements of that agreement.

Administration:


  • Develop and maintain a database to collect information required to generate regular reports and to undertake demographic and statistical analysis in order to meet agency reporting requirements
  • Ensure time sheets for hourly/relief workers are submitted to the Payroll and Benefits Coordinator, according to the pre-determined schedule.
